PAGE 101 WEEtSDAY, JANUARY 17, 1979e 1WMTB FREE PRESS Gouncil commends workers f-or, extra The Operations Committee of Council has proposed that a letter of commendation and appreciation be sent to the town's garbage collec- tors for giving up a portion of their holidays to colleect garbage in the Town of Whitby. It was a tremendous effort put forth by the Union Repre- sentatives and the Garbage Collectors who on their own tried to do a colossal task. They tried to pick Up five o days of garbage in two days, during the last week of December. Councillor Bob Attersley said the Council ".appreci- ated the Staff t.aking' it on their own to, go out on Saturday before New Years to pick up the garbage put out by the p aople of Whitby for collection." He said the garbage had been placed out for collection and it "it. was a disgrace particularly in locations where dogs were,.pulling it ail round the place." He commended "the «garbage collectors and the Union people forputting in the Saturday -before New' Year!s* picking Up the garbage. It was something the Staff and Works Depart- ment did on their own." CouncillorGerry Emm poînted out that budget-size advertisements wýere placed in the papers stating there would be, no collection of garbage on the Moin'day, .Tuesday and Wednesday of the last week of -December. Monday was, Christmas Day and. Tuesday was, Boxing Day'and due to Legislation Wednesday becamnea holiday as Christmas Eve was on Sunday this past year. Mayor Jim Gartshore said that meant there were only two days in which to pick the garbage up. It was a very difficult time asý the dump. "It was great of the Garbage Collectors to go out and pick up as much of the garbage as they possibly could on the Saturday before New Years."1 He said that he had re- ceived complaints from irate citizens about the garbage collection or lack of collec- tion, during Christmas week. Several of the Council members present also stated they had received numerous telephone calîs. The major- ity comning from annoyed citizens living in'the west end area of Whitby. The Town Council met as a Finance committee on Tu esday night (Jan. 9) to discuss the budget. It was a "'preliminary budget meeting and the Budget sheet 'shows that last year the Town operated on a $5,412,339, budget and this year's estimates show a total budget. 0f $5,798,181. an increase, of 7.1 per cent for operational costs. At, the beginning of the Budget preliminary meeting the mili rate' for 1978 for General and Municipal was 57.6 milîs.plus the garbage collection mill rate of 4.4 a total 62 milîs. Although there 'is an increase of 7.1 per cent in the overaîl budget the 1979 mill raterfor residential'purposes is shown as being 57.4 milîs for General, and M1unicipal. and for garbage 'collection 3.6 milîs a total of 61.0 milîs oi. the preliminary budget hearings. There has been* no redue- tion in the requests put forth by the various Departments as these are still under considera (ion. The problem of insufficient information as t'o work sche- dules dealing with Public Works in the Town is to be looked into by the Council duririg the coming year, Mayor Gartshore said. Looking toward the Yule- ide season for next year (1979-80) Mayor Gartshore said that "full information is to' be given to the Council, Prs 0n otePbi. But one must remember that the Board of Education "both' Public and Catholic! have not yet' determined' their demands And this could have an affect on the budget and the mill rate for '1979. In the 37-page preliminary budget placed before the Co.uncil members and Finance Committee and pre- sented to the Press it showed thât last year the Groveside Cemetery Board operated on a budget of $8,365. This year the estimated expenditure was set at $10,000.. The Groveside Cemetery Board informed Couincil through Councillor Gerry Emm that, it had decided the Board didn't.need the $10,000 and couldoperte dringthe,* coming year on at least $5,000 thus $5,000 was taken off the proposed budget.
