George Ashe explains the legislative process The Ontario Legislature may be recessed , until March, but Durham West MPP George Ashe is finding little time for a holiday. Speaking at the annual meeting of the Brooklin and District Progressive Conservative Association, Jan. 10, Mr. Ashe said there are lots of things to do even when the House is not sitting. Mr. Ashe is a member of two committees, the Select Committee on Hydro Affairs, and the Standing Committee on General Government. The Hydro committee sits three or four days a week tilI the first of March; a week before the Legislature resumes, he said. Constituency work is an on- going thing, 12 months of the year, said Mr. Ashe, but his most time-consuming job is his work as Parliamentary Assistant to the Minister of Intergovernmental Affairs. In this capacity, he visits various parts of the pro- vince, and has to plan for the next session of the Legislature. Mr.--Ashe described for the Brooklin members some of the procedure on how the Legislature operates. "The legislative process can be very boring and frus- trating when your in it," he said. There are 125 members in the Ontario Legislature, and 20 is supposed , to be a quorum, but sometimes debates are carried on when there are not 20 members present, lie said. Many members are absent from the house after the question period, he said, because they are in committee meetings. Mr. Ashe explained the three ways a bill or resolu- tion can come before the House. The first is a Private Member's Bill which is in- troduced during a special time set aside for these bills. The government members use private members' bills "to test the waters of the legislature," said Mr. Ashe, but they usually do not go very far. Twenty members can veto a private member's bill Opposition bills are usu- ally good ideas said Mr. Ashe, but are usually too costly to implement. Mr. Ashe spoke of a pri- vate member's billlie intro- duced last spring to ban public opinion polls on pro- vincial elections. le said he received a number of calls on his bill, including one from lReader's Digestbwhich wanted to write an article on the.subject. . The second way to get an item before' the Legislature is a Private Bill which can be brought forward by a member on behalf of a muncipality, or corporated orgainzation or group, or a company, "for a very specific and and narrow reason." Private Bills are fairly successful but costly for the applicant, said Mr. Ashe. The third type of bill is governnient legislation, which is a very long process which can take from two months to more than three years to be passed, said Mr. Ashe. Public School Men Teachers' Federation (O.P.S.M.T.F.) and the Ontario Secondary School Teachers' Federa- tion, District 17 (O.S.S.T.F.) anticipate that some four hundred adults will register for Parent Activity Day., The registrants will join with the fourteen hundred elementary, and over one thousand secondary school teachers in Durham to learn more about Professional Activity Days. Those adults who wish to attend Parent Activity Day but have not received a registration form should telephone 668-7531 in order to obtain a registration form.
