PAGE 12, WEDNESDAY, FEBRUARY 7, 1979, WHITBY FREE PRESS Shopping plaza near Brooklin is premature says counci . A proposed shopping plaza to be located south east of Brooklin at Tlickson Road and north west corner of Columbus Road was termed premature by the Planning Department and Council last week. Councillor Joe Drumm objected to the proposed plan being shelved. He said, "here we have a developer who wishes to talk about commercial development to take place in Whitby and it is to be shelved because of the Brooklin Study. The Com- mercial development would be half as big again as Woolco and it would mean at least 100 jobs for the people of Whitby." The motion put forth by Councillor Drumm to have the proposed Commercial Dèvelopment referred back to the Administrative Com- mittee for further considera- tion was lost. The I.C.I. Developments (Georgetown) Limited soli- citor had made an applica- tion for the amendment of the Official Plan. During the discussion in the Administra- tive Committee meeting it had been moved by Council- lor Barry Evans* that the application of I.C.I. Devel- opments for an amendment, of the Official Plan be denied. It was being denied "for the reasons set out in the Planning Director's report." In his report Planning Director Kevin Tunney stated that the application for the amendment to the Official Plan deals with land that is designated as Rural in the Whitby's Official Plan and Permanent Agricultural Reserve Areas' by the Region's Official plan. The proposed designation would be commercial à nd would be for a "large shopping complex of 250,000 square feet." It would be a three to four-acre plaza. The Planning Director's report states that the poss- ible growth of Brooklin to 10,000-plus people has been suggested. The components and structure of Brooklin in the possible growth "should be implemented" in such a way as to focus on and support "the existing hamlet throughout the community's development period W its completion." If Brooklin is to grow to 104)00 persons "the retail and personal service uses should be centrally situated in the central business dis- trict of the exisiting hamlet." That is it should be "in the vicinity of Vipond Road, Way Street and Baldwin Street, through the infilling and re- development whereby only very minor neighborhood commercial uses would be provided in the neighborhood areas to serve the immediate day-to-day shopping needs of the future residents.", The Planning Director's report states that the pro- posed commercial plaza "is outsid the development enve- , SkyLairk z"Q Holidays , PRESENTS A land of contrast and a perfect place to escape the winter.Spain's Costa del Sol offers moderate temperatures and bargain prices! It would be in- conflict with the surrounding agricultural lands to the north, east and west, and it would create an increased number of problems in pre- serving the surrounding ag- ricultural area." The report pointed out that the proposed shopping plaza is "an unnecessary enlarge- ment of the contemplated development envelope, part- icularly when it appears that Brooklin at: 10,000 persons can adequately be handled not only in the proposed development as being sug-- gested but in a development which was smaller. Mr. Tunney, the Planning Director, inhis report to the Administrative Committee and Council pointed out that "lack ofconscious Planning efforts in the past lead to the deterioration of the histori- cal commercial cores of many small Ontario towns and villages leaving not only an economic and physical blight in our communities but in instances has been a contributing factor to the communities' loss of "a sense of place." "This fact has led to mil- lions of dollars being spent on programs at the local, provincial and federal levels across Ontario. Whitby, in fact, is still working towards rejuvenating its downtown core area due to the results of plazas in the 1950's and 1960's having been construc- ted in the urban fringes. Today, Whitby and the Region are conciously aware of the need to provide a balanced urban structure to serve the needs of our com- munities as they continue to grow. "If we are to consider the future of Brooklin and its residents in our secondary plan studies, the challenge is I to plan for Brookhin as a well concluded that the applica- Brooklin's and Whitby's integrated and balanced tion for the rezoning of the needs cis preature. "We are looking for some- one in Whitby who through selflessness, humanity and kindness, has made the region a better place to live," said Chamber of Commerce President John Roberts. Nominations will be sub- mitted to the advisory coun- cil on Ontario for considera- tion by their nomination committee. Of course, it depends upon how large the drinking crowd, but generally you should plan on a little more than a pound per person r25pounds people-. Mr. Roberts points out that this citizenship award is more far-reaching than the Peter Perry Award, for it should include service to the entire region for personal recognition on a proyincial level. Further information about the Ontario Good Citizenship Medal may be found on Page 13 on the Free Press of Jan. She will also be doing a number of surveys for the Chamber, said Mr. Roberts. Mrs. Thompson is also conducting interviews with Whitby's senior citizens to see how downtown redeve- lopment plans can better help them. The results of her findings will be submitted to the Board of Management for the Downtown Improvement Area. Mr. Roberts, who is chair- man of the Board of Manage- ment, said the business com- munity does not totally take into account the needs of senior citizens, and the board would like to find out how it can better serve them. Mr. Roberts said that Mrs. Thompson has always been a very strong asset to the community, and is very pleased that she is working for the Chamber in this regard.
