PAGE 8, WEDNESDAY, FEBRUARY 7, 1979, WHITBY FREE PRESS Planning department has a busy schedule for 1979 Whitby's planning depart- ment has a busy schedule of work cut out for it in 1979, according to a program laid out by Planning Director Kevin Tunney. One of the first working papers to be undertaken will be a study of metric conver- sion for subdivision plans, zoning bylaws and the offi- cial plan. In 1979, the staff will pre- pare a report for council's consideration examining ways to stimulate new de- velopment activity' in Whitby's centrali business, district. Also to be undertaken is, procedure paper to establish how the town will amend its official plan, along lines es-, tablished by the Region of Durham. Also following the region's example, the planning de- partment will, in 1979, pre- pare a working paper on the subdivision and condomi- nium approval process, Landscape standards for new subdivisions and deve- lopment projects will be stu- died to assist the town, and planning staff will investi- gate and prepare a report on alternatives to reverse lot frontage along arterial roads in plans of subdivision. The staff intend to review the existing Whitby offical plan and bring it into confor- mity where required with the region's officiaI plan as a "District Plan" for the Whitby planning area. The town hopes for regional and provincial approval this year. The planning staff will undertake secondary plan studies for the hamlets of Ashburn, Myrtle and Myrtle Station in 1979. The final recommendations will be in- corporated as amendments in the existing official plan or in the district plan. Two public meetings were held in 1978 for special study areas 4A and 4B for highway commercial development. A third public meeting is to be scheduled early in 1979 be. fore the zoning bylaw and official plan are amended. The planning department is hoping for approval of the Macedonian Village secon- dary plan by the Minister of Housing in 1979. The only referral area re- maining in the existing offi- cial plan is the Hobbs-Jaciw subdivision, south of Otter Creek, to come before an OMB hearing in conjuction with the region, probably in 1979. The planning department expects to have a number ofe referrals of plans of subdivi- sion to the Durham Region's official plan, and there may also be amendments to the official plan. The planning department also intends to clear up a number of conflicts in land use designations between the town's zoning by-laws and the regional official plan, as an interim step to the even- tual consolidation of the town's two zoning bylaws. The planning staff intend in 1979 to prepare á general amendrment to the zoning bylaw to improve and regu- late the quality of industrial development along Highway 401 an& other major roads. The general amendment to the zoning bylaw for gas stations, approved by coun- cil in 1978 is expected to receive final Ontario Muni- cipal Board approval, this year. In conjuction with new subdivision., proposals, the planning staff will be examr- and submitted to the ining the projects in relation to the criteria established for the various environmental areas in the town's official plan to ensure a co-ordinated development pattern. Sixteen site plan applica- tions were received by the town in 1978 for a variety of commercial and residential projects. This was equal to the number of applications received in 1977. The number of applications may increase moderately in 1979 due to the various projects which will require development control agreements within subdivi- sion plans, said Mr. Tunney. The planning department intends to prepare an im- proved and more accurate set of base maps, starting with the urban area south of Rossland Road, Mr. Tunney reported. Additional monies reques- ted by the town from the province for the completion of the Brooklin study biave been aproved. The consul- tant will complete Phase Two of the study in 1979, and, if authorized by council, upon the completion of Phase Two, will prepare the official plan amendment as Phase Three of the project. * In 1978 the Minister of Housing ap~proved the plan for the Neighborhood Im- provement Area' and the town proceeded to purchase the parkland required. The planning staff in 1979 will prepare a parks plan for council's adoption and for- mulate a plan for new resi- dential development in the NIP area, bounded by Brock, Dundas and Garden Streets and the CPR track§. The planning staff will con- tinue to be actively involved in this program in 1979. Modifications were made to Whitby's sign bylaw in 1978 to control the height of these structures. The plan- ning staff will continue an on-going review of the bylaw and make recommendations for amendment where required. Further reports are plan ned in 1979 on the waterfront road, in consultation with major industries affected. Preliminary work has been undertaken with the assistance of summer emp- loyees to prepare a master parks plan for Whitby. AI- though a rough working paper was produced in 1977, a considerable effort is required to complete this project. The planning department also intends to apply to the province to assist the Down- town Board of Management under the Mainstreet Revita- lization program, said Mr. Tunney. The plann~ing depart- ment's workload continues to increase, as the depart- ment dealt with a record 94 committee of adjustment applications in 1978, com- pared to 61 in 1977 and 46 in 1976. The land division commit- tee responded to 43 applica- tions in 1978 compared to 37 in 1977. Presently there are nine active committees dealing with various plans of subdi- vision throughout Whitby. In 1978 the committees pro cessed 758 dwelling units as well as a 120-unit apartraent and a small local plaza in the Markborough site near Thickson Road. It is antici- pated that seven new subdi- visions will come under arc- hitectural control in 1979, At the Dr. J. 0.
