X l The Provincial Government is of the view that Ontario industries will need to be carefully, but aggressively, supported in future years because the highly potential social costs of not maintaining our industrial strength cannot be ignored. In keeping with this basic position, the Treasurer of Police officer knocked off his own motorcycle Constable Tom Carty was off duty and riding his motor- cycle eastbound on Dundas Street when a westbound van made an illegal left turn, at the Whitby four corners at 1:15 a.m. Thursday. The van turned left on Brock Struck in front of the off duty police officer's motorcycle. As a result of the illegal left turn made by the van, the motorcycle struck the van broadside on the right rear corner. The van ran over the motorcycle doing about $1,000 damage to the motorcycle, police said. The van fled the scene of the accident going south to Highway 401 then west on 401 to the Brock Road, Pickering, police said. The driver of the van was apprehended by Constables Tom Chambers and Don Belanger of the Pickering Division of the Region of Durham Police Force. William Radfordof 711 Dundas Street, West, Whitby is charged with driving while his ability was impaired by alcohol and with failing to remain at the scene of an accident, Inspector Dave Flemming said. Workshop moves to Brock St. building The Durham Centre for the Developmentally Handi- capped will be moving its prevocational training work- shop into the old Bell Tele- phone switching centre on Brock Street South this summer. Renovations of the 40-year- old building are proceeding this month and should be completed by the end of May, said Dr. Garry Baker, senior program director for the Durham Centre. The workshop will be used by about a dozen residents of the centre, aged 18 and over, for the making of ceramics, sewn goods and other items now made in the cannery workshop on the grounds of the Durham Centre. Dr. Baker said the work- shop, to be called "Brock Stop", will have a store in the front lobby area, and will be fully operational by the fall of 1979. The building hàs been leased by the Ontario Mini- stry of Government Services, and has been vacant for five years since the new switching centre was built beside the old building. Constable Carty was treated at the Dr. J.O. Ruddy Hospital, for a badly bruised left leg, an injured right hand an bruises and abra- sions to the body, police said. Apartments approved by council The town council has approved a site plan appica- tion by Kortina Develop- ments to build an apartment complex with 14 two- bedroom units on the north- east corner of Centre and Gilbert Streets. The town's solicitor will draft a site plan agreement for the developer and the town to sign. Ontarioannounced in his 1979/80 Budget on April 10, details for a $200 million Employment Development Fund, which is being temporarily established to provide financial assistance to strong companies who must adjust to technological change or new competitive situations. For instance, it is anticipated that new competitive situations, both good and bad, will occur when the negotiations in Geneva on the General Agreement on Trade and Tariffs (GATT) are completed. Entire new export markets should be opened up to Ontario producers' but some of the protections presently enjoyed by Ontario manufacturers could well be remo$ed, thus creating competitive adjustment problems. Money from the Employment Development Fund will be available to help strong companies through this adjustment period. I want to stress to my constituents that this $200 million for the Fund is not coming from current individual taxpayers dollars. Proceeds from the sale of Ontario's share of Syncrude, and from the sale of mortgages held by the Ontario Mortgage Corporation, plus additional tax money the Province will raise from the corporate sector, are more than adequate to finance the Employment Development Fund this year. The Fund will be managed by a Board of Cabinet Ministers, chaired by the Treasurer and including the Ministry of Industry and Tourism and the Provincial Secretary for Resources Development. The Board will ensure that the Fund is selectively used in order to create jobs, enhance the province's competitive position and generally improve eco- nomic development in Ontario. In order to receive as much economic benefit from the Fund as possible, the Board of Ministers 'will ask itself the following questions when considering each application. - Would the project go ahead in the absence of Government incentives? - Does the project generate new jobs or investment in the province? - Does -it protect existing jobs and investment? - Has the applicant taken advantage of private sector financing and incentives from the federal government? - Will the project encourage greater Canadian ownership? - Will it encourage the use of Canadian supplies of machinery, equipment and professional talent? - Will the project lead to the development of new markets? - Will the project improve the level of job skills? - Does the project involve new or improved technology and products? The Board intends to be flexible. If it agrees to support a project, the form of assistance will be tailored to the particular situation of the application, and could be in the form of grants, loans, loan guarantees, equal participation, interest and wage subsidies. Businesses seeking financial incentives of $250,000 or more should apply to this Fund, while applicants for less than $250,000 should continue to be directed to the Ontario Development Corporation.
