That's the tough stand being taken by Scott Fennell, Ontario riding Progressive Conservative Party candi- date in the May 22 federal election. In a speech to campaign workers, Mr. Fennell said, the Canadian justice system has become lax and needs an overhaul, "starting at the top with the way we treat murderers." How much longer do we have to hear those stories about people being released from custody only to commit more crimes?" he said. "But because it is there, I intend to press for a return to tough justice, both in my campaign and when I represent the riding in Ottawa." 401 work resumes Reconstruction of High- way 401 from Brock Street in Whitby to east of Harmony Road in Oshawa is expected to resume this week after the winter layoff. The eastbound on-ramp and the westbound off-ramp at Thickson Road will be closed for about three weeks as crews start putting storm sewers in the median strip. The highway is being widened from four to six lanes. Most of the work is scheduled this year for the -portion of highway from Brock St. east to Stevenson Rd. Some structure work on the bridges has been under way for the past month and will continue. Free Press Photo Mayor wants GO route to hospital Mayor Jim Gartshore met recently with the Toronto and Area Transit Operating Authority to ask that GO Transit take over the existing bus route to the Whitby Psychiatric Hospital. The entire southerly bus route which services the psychiatric hospital, the Dr. Ruddy General Hospital and the Seniors' Activity Centre, is to be dropped as of April 29, the town was informed in February. Plans are to have the east-west Oshawa to Whitby Charterways bus route taken over by GO Transit, but no provision was made for the southerly bus route. Mayor Gartshore said it is not good enough for the authority to promise to post- pond, the takeover* to allow Whitby time to replace the southerly bus route. "The answer is for GO to take over the run," he said. Mayor Gartshore said the Housing officials of the transit authority will study the town's request and are expected to make a recom- mendation in about a month. There has been a bus route to the Whitby Psychiatric Hospital, the town's largest employer, for 40 years. glut hurts builder says Drumnn During the regular meet- ing of the Town Council statistics for the Town of Whitby supplied by the Building Department were quoted by Councillor Joe Drumm. He is worried about the continual development and construction of new housing units in the Town of Whitby when there are 415 homes in Whitby standing empty. He pointed out that the apparent housing glut in Whitby is of little threat to large developers but does hurt the small builder. The Building Department's report indi- cates there are 956 single family homes now under construction also three apartment buildings contain- ing about 225 units; a total of 1,181 housing units under construction at the present time. Still discussing the con- struction work in progress in the Town of Whitby, Council- lor Drumm pointed out that the ratio of 61 per cent residential compared to 39 per cent commercial up unitil March of this year ap- proaches the ratio consi- dered by the municipality as being ideal growth develop- ment. The construction of the multi-million dollar addition to the Lake Ontario Steel Company complex is respon- sible for the unusually high commercial rate, Councillor Drumm stated. The Lake Ontario Steel Company is enlarging its Whitby plant and will em- ploy at least 300 more workers. The construction on the firm's addition is underway at the present time.
