Tax deductions for mortg!!agjyments Tory plan is welfare for rch WHITBY FREE PRESS, WEDNESDAY, APRIL 25,1979, PAGE 19 99says NDP candidate "It's tantamount to hidden welfare for the rich," said New Democratic Party can- didate, Geoff Rison, this week. Branding the Tory propo- sai to make mortgage interest payments Up to $5,000 per year an income tax deduction as "expedient and abysmally planned", Mr. Rison says the schemne does nothing to attack the high cost of housing. "The idea seems to be," the Ontario Riding candidate goes on, "to use public money to make it easier for us to afford outrageously expensive houses. The way it's been proposed, the richer you are, the more you get to deduct from your taxable income. It's grossly unfair to low and middle incomne fami- lies, especially those who may be buying their first home." In his active door-to-door campaign, Mr. Rison is tel- linig residents that the mort- gage tax deduction is "archaic, regressive, and unoriginal." He maintains that the seheme has been in., effect in The United States since 1913 as part of the US housing program. "But," lie goes on, "You can't import a cog, without the rest of the machinery." Further, the hopeful in the upcoming election points out that as far back as Septem- ber, 1976 the then Urban Affairs Minister, Barney Danson, put forward essenti- ally the same proposai. "At that time,' " says Mr. Rison, "the government was under pressure from the construc- tion industry to stimiulate housing starts. But the Liberals had the sense to back away fromn the idea, once they found out the real costs." Those real costs, Mr. Rison quotes the Montreal- based C.D. Howe Research Institute, may be as follows: A rise in housing prices of between 5 to 8 percent A drain of capital from the productive sector like energy or manufacturing to housing, which is unproduc- tive in terms of our trade deficit in manufacturing Costs of about $3-billion per year in lost tax revenues and administration - costs that would have to be made up by raising taxes in other areas, or by increased government borrowing whîcfl would drive up interest rates in another round of inflation "Mortgage rates ought to be on a sliding scale," Mr. Rhodesia, and- the like." In additiôn, Mr. kison pin- points specific NDP policies to make grants and low- interest loans to iow and middle income families for repairs to older homes "dwithout the stigmna of and 90 percent." designating an entire area On the question of what to for so-called renewal." do to help first time buyers in According to the the housing market, Mr. candidate, housing is "a Rison decries the windfalls, human right".
