55.1 'per cent of -ail tax dolla rs go to the school board By MICHAEL KNELL Free Press Staff 0f the $25,224,000 that was raised.this year by the Town of Whitby for ail three local levels of government, -only $11,806,000 was taken out of the Whitby taxpayèr. That is less than 50 per cent. The rest of the money was raised through licence and building permit fees, levies and provincial grants which covered thegreater partof the difference. Aitnough everyone pays taxes,it is not weii known as to how they corne Up with your tax bill.-- 1> "People reaiiy. don'tý appreciate the how of muni- cipal taxes," says ,AI Charingbold,- the deputy treasurer of the Town of Whitby. Municipal taxes are based on assessment. The assess- ment is done by the Ministry of Revenue. It determInes the market value of some one's home. "There has been no update in the method of assess- ment," says Ciaringboid. The' municipalities did their own 'assessments up. until, the middlelof the POI'S when 'it Was talken over by the Ontario Ministry of Re- venue for one, purpose, to equalize the methods, of assessment throughout the provinc e. th In Whitby, 'th overal equalization factor for next year is 9.2 per cent. For exampie, ,if a Whitby taxpayer's home was worth $100,O0 (market value), the assessment on that house, for tax purposes if $9,200. What is the miii rate? A miii is one-thousandth of, one dollar ($1). To get the miii, the town will take the total amount of money to be raised and. divided it by the total assess- ment. That, according to Ciaringbold, is a "very fun- damental definition. In Whitby, the miii rate is 165.4 What this 'means in money is that the owner of thé $100,000 home described above. wiil pay $1,521.68t property tax. 1(Assessedvalue of,$9,200 x miii. rate of 165.4 equais $1,521.68 However, the Town of, Whitby does flot put ail of that money -into it's- own coffers. 0f the $1521.68, the town gives 55.1 per cent to the Durham Board of Education, 21.5 per cent to'the Region of Durham and keeps for itseif the balance of 23.4 per cent. "The town is -a collection agency" for the other local leveis '0f government, says Bill Wallace, Whitby's cierk- administrator. Thetown has jurisdiction over its own services says Wallace and bas no iniput into the tax levels of the regionor the boa rd. While assessment is the basis for the tax, the budget controls the miii rate says Wallace. For town officiais such as Wallace and Ciaringbuld, there are probiems with the present system. "There is a loss of infor- mation," says Claringbold. When theý town did the assessment for itself, it couid easiiy answer any questions a taxpayer might have on how the assessment was reached. Now, the town is as much in the dark sometimes as any taxpayer because the ministry of revenue does not release- its findings to the town. Ail they do, is tel the town how much assessmentis in the town and what each home or property is worth. Both men admit that while the town has control1 over the miii rate, the loss of control of assessment. sometimes produces a mass of confusion and trouble. The confusion starts because the town does not control the entire méthod of determining taxation rates.'«- COLLSIONREPAIS *risg your damiagui car le MAACO and we'Il do the resi.
