The Criminal code of Canad, section 441 states that "wihere an accused is or appears to be under the age of 16, his trial shaîl take 'Place without publicity." This pole in the middle of the> road' could cause traffic problems. The pole is in the intersection of Euclid and Walnut Streets and while neighbouring residents have yet, to report any accidents, they have expressed fears that it could happen at any time. The pole is about four feet away from the curve and was probably lef t standing there when the intersection was widened. The reporter for the Free Press, whose care you see here, fits comfortably between the pole and the curve, but the owner lof a larger car would flot squeeze through. At press time, the Free Press couldflot find an agency that would dlaim the pote as their's or could say when the pole would be moved to a safer lo cation. Centre Ward Cou.ncillor Barry Evans said last week that, "the town »has been decentralized." Evans points to the fact the arena was moved out of the downtown as well as the cuclchambers. > "The downtown'has taken a downward plunge,", he. said. Evans said that.,it, mas a mistake not to haveacciepted the 197.5 development plan for the downtown 'area. -The plan wagn't pèrfect," he said. but at least it was a plan. Evans, how ee, did say that he had some ideas to improve the core. "We need a strong leader", he said. "We should of had a scheme for the entire area.* 1 "My feeling is that if we are going to revitalize (the downtown), then the council has to show confidence in and intentions not to, aban- don further," he said., Evans said that he wants the council to adopt a plan for the downtown area and that he -has some ideas atugihe did flot expand- on them. Proectonsdone in the late 1960s and early 1970s told council that thiswould, be ýa heav-y growth area in the- la st-part of this century Evans-said. -Couneil saw 'Rossland ltoad as the centre of town,ý' lie said. . Growth has not been as good'. as the forecasts claimed Evans said. 'Current projections are more realistic,-lie said. Evans did say, however, that there was (or is) a plan toi, the downtown but it is incorporated into the district plan. (That is, the' plan for the whole town) Evans responded to this information, given to him by planning director Bob Short., saying, -Good idea, happy to have it.* Evans saict that--one of the reas ons. that counceil was flot actively pursuing a down- town development plan was that, they, are afraid* to lock themselves into deve- lopment in the aiea because oif the limnit ed expansion oossibilities. -Council is afraid that they will stifle instead of stimulate growth," lie said. Evans said that the town does have the ability to develop the downtown. -The ownership of proper- ty ta n give the cap)ability,** he said for council tio lead in the preservation of the down- town. Evans said that the council already owns land in area and tan start to giveleader- shiu to its development by simply building a parking garage. a trasot lytm h town tan take the lead** in downtown development. he said.
