Fenneil indicated that he will carry the Progressive Conservative banner in On- tario riding in the general election that will. be held somnetime in February. In his statement defending the Crosbie's budget, the fir- st ever by a Tory minister in 16 years, Fenneil said that its main thrust was, that "-we are going to make this coun- try er'ergy self-sufficient ,y 1990." Fenneli also said that the variaus increases in taxation, notably in energy costs, UIC premiums 'and other social fields, were needed because of the economic mens created by the Liberals and to reduce the deficit. Fenneil also said that the Liberals had been giving the country to foreign interests and that the Tories were trying to create a Canadian owned economy. "We're a lucky country and we're not going to give it away, " he said. ."It's a long term budget," Fenneil said adding that there were " no give-aways" and that "I've neyer said it would be easy. " He also said that the budget had some positive features notably the energy tax credit, lower interest rates for small businessmen borrowing under, $5W,000; the $80 a week tax credit to small- business who hire young people to train and work. "If any employer creates a new job for a young person he will get a tax credit a $80 a week ," Fenneil said. Fenneil also said that the budget would give the small businessman an "effective cost of borrowing"' for demand loans of Up to $500,000 of 9.6 per cent. Fenneil was also confident that the interest rates will go down over the next year but could flot speculate by how much. "It was the right thing to do at the right time, " he said to put the five per cent sur- tax on corporations saylng it was time that they "threw sornething into the kitty. " Fenneli also went to great lengths to defend the Con- servative energy prices in- crease. He said of the $6 billion raised in extra revenue, $3 billion will be returned to the taxpayer in the form of tax credits, $2 billion will be ap- plied against Canada's balance of paymnents, $500 million will be used to bring down the national deficit, and the remaining $500 million will go into the energy bank. This latter amount, he said, will increase to $21h billion per year by 1984.
