MPP PC-DURHAM WEST) In this Report from Queen's Park, I wouid like to discuss the provision of day care in Ontario - an issue which has recentiy received widespread attention. On December 18, 1980, the Honourabie Keith Norton an- nounced an increase of approximatety 30 per cent in the fun- ding of day care centres for the fiscal year commencing April 1,1981. But this was not the first government commitment to the day care system in the Province of Ontario. Historicaliy, in- voivement commenced in 1946 with the passing of the Day Nurseries Act, which made Ontario the first Canadian province to have day care legfisiation. Municipal and private day care centres provide a fuit day's activities and a noon meal for chiidren up to age five while nursery schools offer half-day programs for children aged two to five. 'Choosing Good Day Care," a recent publication by the Ministry of Community and Social Services, answers questions from parents considering out-of-home care of their child. Day care waiting iists pose serious probtems for the single parent who needs to work but cannot get their child into af- fordabie day care programs. Suggestions have been made by some, that the government consider the provision of universat day care in Ontario as an extension of the public school system. Universai day care would undermine the role of the famity and woutd contradict cherished and time-honoured values. Most parents are interested in arranging for their children's care and have the right and the responsibility to do so. The wetfare of our chiidren is extremely important and the government betieves that financial assistances shoutd be avaitable to those parents who are unable to afford the care that their chiidren require. The challenge facing Ontario today is to hetp meet the needs of famniies requiring financial assistance while responsibility managing tax-dollars - yours and mine. A priority of the Ontario government is to increase the range of quatity day care for ait Ontarians through financiai and technicat support. But the success of day care is this province is uitimately dependent upon the initiative of in- dividuats -- those who establish and operate day care ser- vice, and parents, who must be final judges of which system works best and has the most to offer their children. Our chiidren are our future and have the right to the best care which we, as parents, can provide for them. The responsibility for ensuring a child's security and care, especiatty in their eariy years, lies with the famiiy. Day care woutd not be a universally imposed systemn prociaimed by government as every child's right, rather it must remain a personat choice made by each family in the best interest of the chitd.
