The department's proposed budget calls for $16.8 million in expenditures in 1981, $700,O0O more than regional council will allow under its newly-established- guidelines. At its meeting last week, I epartment; regional council decided to impose a guideline on ail departments, and agencies of 17 per cent net impact on the taxpayer. That means that e.ach department can spend only 8.7 per cent more in 1981. Attersley, one of the region's two representatives on the Durham Regional Police Commission, said that if council demanded mayor budget cuts they would be "forced to layoff. " He pointed out that 87 per cent of the department's budget goes to paying the wages of the 350-man force. Attersley added that the recent contract that was reached with the police association did not meet the budget. guidelines. "You'd be a fbol to think the settiement is 8.7 per cent," he said. C ouncil could save $50,OOO by closing Brooklin plant Durham Regional Council has voted to close the Brooklin Solid Waste Tran- sfer Station as of April 6, 1981. Regional counicil took that action after receiving a recommendation f rom Whitby Town Council that the site be closed. The recommendation from the regional public works committee said that the region would save $50,000 a year in operating costs and the Town of Whit- by would save $30,000 a year based on 1981 costs. The move received stiff opposition from North Ward Councillor Ross Batten and from Regional Councillor Gerry Emm, chairman of the -region's public works committee, when the matter was debated at the town level.
