In what Mayor Bob Atter- sley later described as "the best of a bad deal," Whitby Town Council voted to sel the land in a 5 to 2 recorded vote. With Councillors Joe Drumm (East Ward) and Tom Edwards dissenting, the town approved the deal in which Tricont Properties Ltd. wîlI purchase the 41 by 1,096 foot strip of land for $23,000. Although the land is-zoned industrial, it has been used as parkland by area residen- ts for several years. While he sympathized with the residents, Attersley said that "In my heart, I have responsibility to the people of Whitby. " Attersley said that the two buildings which Tricont proposes for the site will bring in $55,000 in net revenue to the town. "It's hard enough to get people in here to build," the mayor said in reference to the state of industrial development in Whitby. "It's a good proposaI in front of us." Attersley surrendered the chair to Edwards, this year 's deputy mayor, in or- der to introduce the motion that would selI the town- owned land. This was a motion that was more detailed than the one introduced by Councillor Joe Bugelli (West Ward) three weeks ago which was subsequently tabled. The developer will build two 18-foot high buildings about 190 feet away from the property lines of the Rosedale homes under the accepted agreement. The proposai also requires Tricont to landscape the property with six-foot high berms (hills) and to plant about $6,000 worth of trees on the land nearest to the homes. An 84-vehicle parking lot will be lit up with light stan- dards no taller than 25 feet and fitted with deflectors to keep the intense light away fromn nearby bedroomn win- dows. Signs on the west side of the building (facing Hopkins Street) will be restricted to block lettering on a uniform brown background. The materials used on the exterior of the buildings will also be restricted to such things as stone, brick, precolored architectural block and glass. Materials such as alumninumn siding, wood, bronze, or anodized steel will be colored to mat- ch the building and used only as "accent" materials. Under the proposai the buildings are to be designed by either an engineer or a qualified architect. Attersley also proposed that traffic control bumps be installed on the west side of the buildings. Although the parkland was lost, Rosedale Drive residents did receive one concession from the town. The forth end of the strip was rezoned as open space land to allow the, basebaîl diamond and playground equipment to remain for area children.
