For more information sec story below. -Free Press Staff Photo Revenue topped off By MICHAEL KNELL Free Press Staff OSHAWA - The new On- tario Ministry of Revenue headquarters building here is now 50 per cent complete and to recognize the progress, a "topping-off" cere- mony was held last Wednesday. George Ashe, Minister of Revenue and Durham West MPP, along with Minister of Government Services Douglas Wiseman, tip- ped a huge bucket ful of cernent into a ceremonial trough before 100 guests made up mostly of govern- ment officials and local politicians. The building is being constructed in down- town Oshawa and is ex- pected to cost $36.4 million by the time it is ready to begin opera- tiôns sometime late next year. When completed, theý building will house some 1,500 employees in a gross floor area of 461,000 square feet. Included in the com- plex will be 13,000 square feet of commer- cial space which if not utilized will be leased to other provincial govern- ment agencies. It has been designed to fit in with the govern- ment's energy conser- vation requirements, being both heated and air-conditioned through a heat reclaiming system. Body heat and the warmth generated by lighti ng, office and mechanical equipment will provide heat during the day and any excess heat will be reclaimed and stored in a water storage tank which will become the primary heat source for the facility during non- business hours. Other energy conser- vation features will in- clude extra insulation in the walls and roof, smaller window sizes and a triple glazed heat absorbent windoýs«. Ashe reported that the ministry expeets a ful two-thirds of its em- ployees to stay on the job after the re-location and that a recent staff survey showed that 300 familles are moving into Durham Region. 0f those that have already corne to the area, he added that they are "Imost enthusiastic" about the region. "lIt seems they like living in Durham and IVve, no doubt the feeling will be quite mutual. " However, Ashe recog- nized that many of revenue' s employees will not want to make the move, s0 they will be replaced with as many local people as possible; "lWe fully acknow- ledge that for a variety of reasons ail will flot stay with revenue," he said, "present indica- tions are that something less than one-third of employees will leave and the ministry has been filling many of these vacancies with local people." "'Over a perlod of time, then, through the natural attrition pro- cess, it is expected that an increasing number of revenue positions will be f illed by local resi- dents," he said. "It's an exciting and challenging task to re- locate this many people in as complex an opera- tion as ours, " he said. "We've got a solid relocation plan under- way, though, in addition to a thorough employee information program and certainly I can say that most of revenue's head office staff is looking forward very much to working and playing an active role in the Durham commu- nity.
