First City has proposed to turn Brook- lin from a hamiet of 1,600 people into a town of 10,500 over a 10 year period through the con- struction of some 2,000 single family homes. The developer has also promised to pay the esti- mated $8 million cost to bring trunk water sup- ply and sanitary sewer pipes to the hamiet. Tennant said that the amendinents to the offi- cial plan have been received by the ministry and have been circu- lated to other govern- ment departrnents for their input. She added that when these comments have been received, a recommendation as to whether or not to refer the matter to the 0MB wili be made to the minister. It is quite likely it will go to the 0MB," Tennant said" "In cases like these they almost always go to the 0MB. " The only way it will not go to the board is if objections are deemed to be "frivilous" or designed to delay the start-up of the project. It is interesting to note that neither the Region of Durham or the Town of Whitby had been noti- fied that there are ob- jections to the plan. According to Terry Clarke, the assistant regional solicitor, the region "1has received absolutely nothing from the 0MB regarding this matter." In fact, he added that to his knowledge Kolod- zie has not "officially" informed the region of his intention to appeal council's decision. Bill Wallace, town administrator, said that to his knowledge the town has not received any notification of a pending appeal from the 0MB. Meanwhile, Kolodzie is confident that there wiil be a hearing on the matter and that he can win his case and squash the projeet. The maverick region- ai councillor said that he has received a letter INVITATION from the board stating he will be notified when a hearing is to be held. "In any event, you will be notified when a board hearing is held on this matter," Kolodzie quoted the letter as saying. He points to this as being the crucial point of his letter. "They're not notifying me if a board hearing is to be held but when a hearing is to be held. " Kolodzie admits that he has not notified the region of his intention to appeal but ýadds "we don't have to. " "'We've taken enough abuse from comments by Mr. Herrema al ready, " he said referring to remarks made by Durham Regional Chairman Gary Herrema. kherreitia ias publicly expressed his anger with Koloclzie and said he will personally ap-, pear before the board to defend the region's ac- tion. Kolodzie will also ap- pear before the board himself and will not hire an attorney. Accordingto Tennant, a hearing date should be set sometime early in the new year. Depending on. the timing of the hearing, the project could be delayed for as long as a year provided that the board upholds the region's decision.
