That wiii pave the way for the redevelop- ment of the port - long considered to be the oldest part of the Town of Whitby - including a major harbor front pro- ject proposed by Kes- mark Holdings Limited Kesmark has imdi- cated a desire to con- struct a -mammioth hotel I condominium compiex with adjoining barbor facilities at the base of Brock Street South on the McNamara Marine and Texaco Canada tank sites. Mayor Bob Attersley said recently that the plan represents a $200 million investment. The recommendation by planning commi- ssioner Dr. Mofeed Michael wil provide for harbor oriented development inciuding recreational, residen- tial, commercial and industrial growth. s easFo ffc e.. - Sle S ervieS The object of the offi- ciai plan amendment Is to "maximnize the poten- tial for the utilization of ,the adjoining public open space lands for ac- tive and passive recrea- tional uses." The plan wili also "provide for the rein- forcement of a 'Port Whitby land-based resi- dential community" as well as "provide for in- dustry which is comple- mentary to and support- ive of a, harbor related residential anid recrea- tional community. " The officiai plan proposai bas aiiocated four deveiopment areas centering around the Port's four major inter- sections allowing a wide range of residentiai and commercial uses. While he expects -de- velopment to take place graduaiiy, Michael said that the Port offers many growth opportuni- ties. ,"Port Wbitby has one of the finest small bar- hors ini the Metropolitan the existing comrnunity. However, if the Town of Whitby couid produce a suitable development' project they indicated they would reconsider their position. Port WNhitby résidents have been lobbying hard f or the sewer 's con- struction for the last several years because of f looding problems they experience in their homes almost every spring. Residents are also, of the opinion that the current sanitary sewer services (many of these pipes were built before World War, One) is flot. adequate to preveiit pollution probiems in the Pringle Creek., The proposai by Kes- mark Holdings, cannot proceed without the sewer being constructed but the, region won't build it until the firm signs a development agreement with the town. , Many regionai coun- cillors have indicated a desire to treat the Port Whitby developmenlt plans in the same way they did the'Brooklin proposai, that is, they will only approve ser- vicing with a guarantee of deveiopment., Toronto Region and bas the greatest' iunised potential for recreation'- ai boating and water- front residentiai uses," he said in his report. "Due to the natural beauty -and the recrea- tionai potentiai of the Port Whitby Harbor, there is an unparalelled opportunity for quaiity residentiai deveiopment adjacent to the harbor," the commissioner con- tinued. Michael added that the plan will allow for the expansion of boating facilities, passive recreation areas, beach areas, the deveiopment of an integrated pedes- trian system linking- the open spaces and the pre- servation and the im- provement of the Pringle Creek Valley as a naturai open space corridor. This wiil also "'assist in the creation of a higbiy attractive har- bor-related residential' community - by providing opportunities for innovative types of residentiai and harbor related uses. " However, the plan does have one major stumbling block. "The implementation of this concept cannot take place until sanitary sewer capacity is made available tbrougb an in- tensive servicing scheme," Michael said. That seheme is gener- ally referred to as the Corbett Creek Pringie Creek Diversion Sewer. Eariier this year, the project was deferred a second time in as many years on 'the grounds that it was too costly. The cost of completing the project (wbich was started a few years ago) has been estimated at $3 million.
