Council Co lumn Submitted by members of WHITBY TOWN COUNCIL w M By THE WORSHIPFUL ROBERT A. ATTERSLEY Mayor and Regional Councillor Corporation of the Town of Whitby Spring has surfaced in Whitby, with the site of our feathered friends back in town from their trip down south. Little do they realize, they missed one of the coldest snow. bound winters here in Durham. 1 realize the overall inconvenience created during our many storms and I would like to assure the residents'of Whitby, we as a equncil are establishing >concerna based on a repeat performance for out next winter's endeavours. I would however, once, again, like to thank the public works crew for their additional volunteer hours contributed in helping us face this past devastating season. Looking forward to the sunshine and green grass is a welcome thought and the progressive planning of the past months by council and staff will guaran- tee a great year ahead for Whitby. The Port Whitby Marina is addind 60 slips with the aid of financial support from the provincial B.I.L.D. funding program. The Whitby Harbour development'plans remain optomnistic and I arn positive, will receive affirmative approval with the exceptionally designed format for quality living. Industrial growth is certainly evident with Isomedix soon to open its doors as Canada's only. major sterilization centre; Russell, Steel under con- struction; Cametoid Limited expanding to Whitby; American Can Limited under construction and the Liquor Control Board 0f Ontario having already broken ground and on its way in building. Many other industries have expressed interest in locating in Whitby and I believe we have the right to sing "Nobody Does It Better" from the upswing we are recognizing here in this Town. '- Durham iIegion is not obligated to compensate those Port Whitby resi- dent whose homes were flooded during a recent storm according to its public works commiss- ioner. Whitby 668-4133 (Whitby), chairman of the works committee, n ew. evidence has come forward suggestîng that the matenial that jam- med the pumping sta- tions did corne from the jail.- Last Friday, he indi- cated to the Free Press that a piece of clothing,, chearly marked as belonging to the Pro- vince of Ontario, was found in the sewer system. Emm and Whitby's other regional coun- cilior, Tom Edwards, are expected to present a motion to regional council today that calîs for an investigation into, the fhooding and for the affected homeowners to be compensated. EMM said that because of the new piece of evidence found, "the Town of Whitby is seek- ing compensation for our residents who were directl1y or indirectly victims of the flooding. " He added that a hetter has been received from the Ministry of Correc- tional Services that dis- chaimed responsibility for the flooding that oc- curred a year ago "because there was no evidence that they (the jamming matenials) came from the Whitby Jail."t "But- this time we have some indication," Emm continued. The councillor also claimed that the ministry wi ' l fund the construction of a man- hohe outside of the jail where a gnid will be placed-to block the pass- age of materials into the sewer system. ,"The province gave approval for the funding for the gnid to go in- there." Emm also maintains that these incidents are further proof of the need for the completion of the Pringle Creek Corbett Creek Diversion Sewer. This diversion sewer has been deferred by regional council twîce in two years because of the estimated $3 million price tag.< Emm points'out that the pumping stations currently in use are quite old. Referring to them as "outdated", he said, "lthis is one of the rea- sons we've been*pushing for the diversion sewens2" gent," he told the com- mittee. "To give these people hope somneone's going to pay them 'is irresponsible. " ,On the weekend of March 13 and 14, at least five homres in the Front Street Harbor Street area were floodedwhen the pumpin'g stations jammed, because they were clogged. with things, such as socks, towels and rags. At the last meeting of Durham Regional Coun- cil, two weeks ago, some councillons suggested that the matenial was dumped into the.sewer system by inmates at the Whitby Jail. 'However, jail officials have denied the charge. An incident similar to this one occurred last year at which time the region's insurance agency declined to ad- mit liability because the region had not been negligent. According to Regional Councillor Gerry Emm Young woman stil nLssng A young woman who disappeared from. the: Whitby Psychiatric Hos- pital during the evening of March 15 has yet to be hocated. Police said that the search for Margaret Daniel, 20, is continuing. She is described as being 5 feet taîl, weigh- ing 120 pounds with brown eyes and black- brown hair worn in the pageboy style. Last week, the Durham Regional Police Force said they were "icon cerned" for her safety. When hast seen, Daniel was wearing a brown jacket and brown cords. Anyone with informa- tion leading to her whereabouts is asked to caîl the police at 579- 1520. AUl leads will be treated confidentially. Ministry of (5D Revenue Ontario George Ashe Minister TM.
