F enneli attacks tax seheme A Way of governments to collect more money is to pretend the taxpayers are wealthier than they really are. One way of doing ýthis, for example, is to pretend inflation makes people rich. Many taxpayers receive cost-of-living increases in, their salaries. Normally this would put them in a higher tax bracket and thus a greater percentage of their in- come would go to government. This was indeed happening until, in the early seventies, Ottawa brought in tax indexing at my party's suggestion. Just prior to the last budget, Allan MacEachen hin- ted it was time for indexing to go but, fortunately, the resulting public outcry stopped him. But now, a new game of pretend is underway. Over the summer and during early fall we are going to be hearing a lot about imputed rent. This is the amount of money a homeowner would pay to a landlord if he rented, instead of'owned, his principal residence. It is a tax concept which, if ap- plied, would effect 65 per cent of Canadian families. The pretend argument goes like this: People who own homes havemade an investment. By renting the home out to i family, the investmerit earns an income. But if someone owns a home and lives in it himself, he's receiving the rent income in-the form of accommodation, not money. In either case, it's income which can be taxed. -Finance Minister Allan MacEachen saw to it that this dispicable argument waswell presented in his budget papers of last fall, ven though that same budget rejected the concept of mortgage interest deductability for homeow'ifrs. Why, I don't know. Perhaps the govermnent is merel keeping its op- tions open. Or perhaps I've underestimated Ot- tawa's greed. Or perhaps it' s so that next fall MacEachen cn claim that he's giving homeowners a break by leaving this "loop-hole" untouclied.
