BE ýUnib;ed Wmi Public servants are the sc'apegoats in the Ontario government's economie restraint pro- gram, the president of the 650 member union at Whitby Psychiatric Hos- pital told the Free Press Thursday. Fred Upshaw said weekend demonstra- tions and picket lines were staged by the Ont- ario Public Service Employees Union (OP- SEU) to show the public the "linequity"' of wage restraints that affect only one sector. "IWe want the public to know we are angry, that we are the scape- goats, that we are flot responsible for the state of the economy," Up- shaw said. (Upshaw, is an execu- tive board member of OPSEU. The wage restraints that will limit increases to five per cent on any contracts negotiated be- tween October 1, 1982 and September 30, 1983 affect between 2,000 and 3,000 public employees in the Whitby-Oshawa area'. "If they want to write legisiation, they should write legislation that af- fects everyone," Up- shaw said. -Public servants in Whitby joined their counterparts across the province last weekend in demonstrating again- st the restraints to "show the governent that we are not juat going to rol over and play dead," Upshaw said. He added'that people have been fed false statements about job security in the public sector. ",They've been told we should be happy be- cause we have, job security. But nobody tells them about the hospital shut-downs across the province, and about ail the part-time people who get laid off with no benefits. " A 56-year-old Whitby woman. was killed in- stantly Sunday evening when she was struck by a freight train just east. of Garden Street in Whitby. Durham Regional Police said the death of Gladys Maxine Cameron, an out-patient of Whitby Psychiatric Hospital, is being treat- ed as a suicide. ,Police said Cameron was sitting on the south shoulder of the single track. When the train came within two car lengths of ber, she-lean- ed out over the track, making no attempt to move as the train ap- proached. The driver of the train, Frank Fernandez of Pickering, pulled the emergency stopper, but the train could not be stopped in time, police said. Cameron, who lived in a half-way house at 124 Hickory-Street in Whit- by, was pronounced' dead at the scene. Theft, charges laid Police have charged two youthsIn connection witb several break-mns in West Lynde homes over the past six weeks. Mark Ailan Adley, 0f. Michael Boulevard and -a '14-year-old girl have each been charged with, six counts of breaking and entering with -theft, one count of attempted> breaking and e.ntering and one count of break- ing and entering with in- tent to commit a theft. Several West Lynde residen ts reported liquéë, 'stereo, systems and money stolen from their homes in the past six weeks. Adley is scheduled to appear i court in Whiit- by on October 15. Armed robbery A hitchhiker held a 20- year-old man at knife point on Thornton- Road North early Sunday morning, taking his watch and $70 in cash, Durham Regional Po- lice report. Police said the man picked Up a 30year-old hitchhiker at about 2 a.m. Sunday morning. The stolen property was valued at $411. The' hitchhiker is about six feet tail, slim, with dark hair.
