(PC - Ontario) w____ The war between economie, recovery and the National Energy Program continues to incur mounting casualties. The latest is Dome Petroleum, saved by a $1.5 billion bailout from the banks and the Canadian tax- payers. Although technically saved from bankruptcy, I classify it as a casualty because effective control of Dome has now passed from the private'sector to Ottawa. Dome's problerns began with the NEP. The com- pany was permitted - in fact, encouraged - to ex-, pand in an unrealistie fashion because the NEP had distorted the marketplace., While Dome's competitors did what oil companies are supposed to do -1look for oil and gas - Donie pre- ferred to look for government grants. The misguid- ed tax breaks it received from Ottawa'did not help Dome contribute to Canada's energy, self- sufficiency. ', They instead helped Dome- buy up existing oul companies and spread Marc Lalonde's influence through the energy industry.. In the past, the government has responded to cri- ticisms of the NEP by pointing to Dome. It was to be Ottawa's showcase, proof that government medd- ling in the marketplace is good for Canada. Jean Cretien - our new energy minister - can no longer make this dlaim and remain credible. I hope it wiIl cause hini to take a hard look at the disaster- ous policy that Marc Lalonde left him. If changes are not nmade s00fl, the NEP will continue to prosper at the expense of the Canadian economy.
