As yet, none of the other candidates for the Centre Ward, including the intflmbent, have addressed the major problems facing this ares. I doni't know who said there -were no issues in this election! If that were so then there'd be no need to voiceour dis- content with present representation of the Centre Ward. Perhaps no one is aware or famiifar with 'the two issues that have plagued the area for years and as yet remain - unre- s-olved. Port Witby bas bad a study initiated and completed, not by our incumbent, but by another member of council, Joe Drumm. Provincial funding bas' been granted to Port Whitby by the province just weeks before thé election, to improve roads and develop a. park. Unfortunately, other important areas of the Port badly in need of help, willhave to wait, because these areas will have to be tomn up later, once new sewers are in- stalled. Plans for downtown Whitby were' under study but neyer receiv- ed.approval by council. Now they're under study again, a week be- fore the election... Great timing! We've had two years since the last election, to take action in, this ares. In the past two months, as chairman of the WVhitby - Central Business District Im- provement Ares board of management, I've initiated a plan of beau- tification for downtown *Whitby, the first step to improvement for this commercial ares. We are now awaiting a go- ahead by thetown and the province. That's why I feel that with my background on the board and as first vice-president of the Whitby Chamber of Commerce, I can effec- tively, through .*my leadership abilities, see to it that these areas'are not- just resolved,, but that development s0 badly needed takes place, to provide a sound tax base. If you want receptive and respons5ive repre- sentation and if you need a Centre Ward councillor who wil work with dedication and drive. to save you- tax dollars and solve your problems, I would ap- preciate your support on for your consideration. The first is representation, or rather the lack of representation. The second -is taxa- tion. We are paying too. much. Period. Representation con- sists of: *getting facts straigbt, *leading the presenta- tion of the facts to those witb the authority to do something and, e following up on that presentation with work- able proposals to solve a problem (or whatever) and sticking with it to its conclusion. In. my opinion, "the Centre Ward has had nobody finding facts, no leadership and no follow-up. In regard to taxation, I have already present- ed a fact. We are paying too much. Period. With reference to the front page of the Oshawa Times, October 19, "the Red SkIn Peanuts .....reg. 1.29 IL mayor did say that one of his and council's major duties will be to hold tax increases to a minimumh", I say this is the same "talk but say notbing" that we bave been getting as long as there have been politi- cians. I c 'hallenge the mayor to show some real leadership. My proposal is this: *Freeze the mil rate for one year as a first step toward a program of innovation and real proporty tax cuts and, e Freeze the salaries of ail elected officiais for the full three-year term as an example of leadership. My rationale is this. If these elected officiais are truly .there t6 serve the public, they will not mmnd the freeze, and anybody who says we cannot freeze the milI rate does not know a budget from a widget. I arn1 currently studying an alternative which has a proven record in western Canada and parts of the United States and which comes witb written en- dorsements by senior civil servants and economists.
