George Ashe, MPP (PC-ýDurhamWest) Ontario Minister of Revenue The Ontario Government has recently completed a mid-year, review of ail provincial spending -programs as part of its commitment to'constrain in- flationary forces within the public^ sector 1 f the province. I arn pleased to indicate that the concérns of West Durham area residents were assigned a -high priority mn the discussions.and*as.a resuit, both the Dr. Joseph O. Ruddy General Hospital and the Ajax-PickeringGeneral Hospital wiil receive addi- tional funds to assist ini responding to these demon- strated needs. 1As the mid-year review was undertaken to deal with the effeets 0f inflation, the decisions led to re- straints and reductions of various niinistries and agencies. The Ministry of Health was granted addi- tional funding, in the amounht of $110 million, to be ailocated*on a revised hospital funding basis. .These funds are to assist provincial hospitals to maintain an appropriate level of patient, care while remaining within the financial constraints antici- pated in the months ahead. The Ministry's restructuring formula was affec t- ed by three major factors: hospitals' actual spend- ing levels related to workload changes; the opportu- nities provided to hospitals by -the Business Orien- .ted New Development (BOND) plan for revenue growth and cost containment; and the very serîouïs general economic problems which we must ail face and resolve. It is important- to note that the new formula is not a one-time payment for deficits which hospitals in- curred prior to 1982, but is identifying this year as a "turn-aroun.d" year'and adjusting the new base to actual expenditures of the previous year. The adjustment for 1982-83 will remain in the fun- ding base for future fiscal years and unapproved spending level increases incurred by individual hospitals wiIl no longer be funded by the Ministry of Health. Hospital administrators have been requested to give careful consideration te establishing their pro- gram commitmnent.s which may impact on the foilowing fiscal year as future: growth funds wil be llmited by the Ontario Government in response to economic conditions. Iam pleased te advise that both of our area hospi.: tals will benefit from the revised Hospital Funding allocation. The Ministry of Health will be increas- ing the fundig level to J.O. Ruddy Hospital and the Ajax-Pickering Hospital by $44,400 and $591,700 re- spectively. 1,ýThis. commitment recognizes the increased demands being placed on existing health care facili- ties within the Durham Region and provides the hospital boards with increased funding to meet these dernands.
