I believe this is a very important question and one that ail candidates should be required to answer. I have always been a strong participant in service activities in the town. I have found help- ing others to be im- mnenseiy rewarding, and I view the Centre Ward's Counciilor's responsibilities as an oPportumity to contri- bute to our town. I believe that a Coun- cillor sbhould be com- mitted to helping people with their everyday pro- blems,, and sbould have proven and refined bis abilities by working with volunteer organiza- tions. A Ward Councilior shouid also have. the vision and determina- tion to deal with town- wide and regional issues - issues'that will deter- mine the kind of place Whitby wiil be years from now., People are also ques- tioning the present state of affýirs. Over and over again, people are telling me "We deserve bet- ter."' Centre Ward resi- dents want to know why the incumabent Council- lor is ailowing sewers to be instailed this very day in the East Ward wben the lack of sewers is an older and more serious problem in the Centre Ward. Centre Ward resi- dents want to know why the incumbent Councili- or bas not corrected deteriorating sidewalks and poor street lighting in the core of the Ward. Experience is the difference: Evans dents want to know why the incumbent Councili- or was not strong in supporting them in their attempt to repair the, Kinsmen Pool, and why another Councillor staunIcbly defended their interests. Centre Ward resi- dents want to know and the list goeson. This list must stop. We pay our taxes on time. We want service on time. We deserve better. I arn committed to soiving 'these everyday problems. I have worked witb and for my neighbours in volunteer service organizations for years, and I, tbrive on undertaking projects that. resuit in making our town a better place to live. Beyond these funda- mental dally matters, I seek the opportunity to wrestle with the broader issues that confront us on a town and regional level. Once and for ail, let's put to bed the con- troversy over the safety of the C.N. Bridge. Let's get the bail moving on downtown improve- ment. Let's carry the revitalization of Port Whitby to a successful conclusion. I believe that a Ward- Councillor is the ser- vant, not the master of bis Ward, and "if elected as a Centre Ward Coun- cillor, I promise to serve mny constituents to the best of MY ability. During my past four years, on coun- cil, have become a n in- tegral' nart oMana- mi nistrative team con- sisting of ,elected representatives _.and professional staff wbich concertedly bas acbiev- ed suceess. I bave ear- nedthe respect and co- operation of every mnember of this admini-, stration, and I have 'co-perated with and resPected each of them. Together, we bave restrictèd the. average annuai tax increase to less thân 4.5 per cent.. Together, we- have completed more road and sidewalk recon- struction in the centre tbhan in any ýother ward. In, 1982 alqne the budget for these projects in the Centre is 45 per cent of thel~otaI in the town for sucb projects. Together, we have fought for improve- ments and 'sewers in Port Wbitby. A govern- ment grant of $250,000 bas been obtained -by the Town for Dufferin Street and a small park. We won't get sewers un- tii the Region spends the required,. moneýy. How- ever,' to attract such spending, tbere is a pro- posai for a $250 million harbour project in. the Port. Because of my legai, experience. the mavor I asked me to assist bim and staff in recent nego- tiations with senior executives of the com- pany owning the proper- ty in question. Sucb negotiations will con- tinue for at ieast the next year, and there are no-guarantees tbat the, project will proceed.
