They might bear in mind that municipal governments are sub- ject to the same infirmi- ties as corporations: growth, stress, attrition and other such ailments to organizational bodies., These ailments are symptoms arising out of a larger problemn coin- mon to' many govern- By ROSS BATTEN Candidate for North Ward Two years ago I asked the residents of the Nor- th Ward for the opportu- nity to represent lhem on Whitby Town Coun- cil. I expressed several concerns at that time and stressed my ability to do something about them. I was concerned about the conditions of some of our rural. roads. This stili remains a concern but many improve- ments have been made and a' prograin est&- blished to continue those improvementsý. I was concerned about the lack of attention beinig given to existing faciîities in the North Ward. In the past two years there have been notable improvements ment juisdictions - ef- fectiveness or lack thereof. Organizational development has proven to be the method most used in diagnosing this problem and prescrib- ing a cure. 1 say without hesitation this has been an effective Council and the East Ward has been well and truly repre- sented on Council. For the past two years organizational develop- ment has allowed Coun- cil to become more ef- fective in attracting in- dustrial development, promoting tourism, and promoting the town, and your East Ward mern- ber has always been to the Brooklin, Ashburn and Spencer Communi- ty Centres; as well as the park in the' Mace- donian Village. The electrical service and lighting in the Brooklin, Arena experi- enced a major overhaul. The lighting standards in Brooklin Memorial Park were drastically improved. I expressed the con- cern that the individual problems of the consti- tuents were not taken care of. During the past two years I have han- dled multitudes of these probleins and neyer, ,to my knowledge, failed to caîl a constituent back. Týhîs Council has con- trol of only 32 per cent of your total tax bill and that portion increased only 2.7 per cenit for rural residents in M92. loud in these endea- vours. Before the end« of, this new 'three-year term, Council will be dealing with, and be into the nuts and boits of, a $127 million dollar develop- ment just north of Ross- land and a $200 million dollar developrnent in Port Whitby. So I believe the people of 'the Ward will be-looking to experience, for surely inexperience, no matter how it's parcelled, is not a virtue. In my six years on Council, I have been chairman 0f the Clerk's Department, Parks and Recreation, Fire These ,accomplish- ments were flot achiev- ed by Ross Batten alone. They were accomplish- ed. by respect and co- operation and between members of council and between councillors and town staff. I'm asking for the op- portunity to use that same respect and co- operation to achieve the following: e proper and efficient installation of sewer and water lines in Brooklin; e actively- pursue the construction'of a senior citizens apartment in B3rooklin ;' e continue program 0of improving rural roads; *continue program of irnproved streetlight- ing; e co-ordinate the im- provement and addition of facilities in the ex- Department, and I arn presently chairman 0f Planninüg for the Town.- As chairman ofa department, it's your responsîbility to present that department budget to Council, In 1978, 1 was chairman of Finance and in that capacity, it was my responsibility to bring before Council, the budget for the Town of Whitby.
