Senior Environmnent Officer James 'Dulny said Thursday that oxygen levels in the stream below the Plant are unacceptable under the ministry's stand- ards. The region's pollution control plant is situated on Pringle Creekjust south of Highway 401. " The levels *above the (pollution control) plant were unacceptable, but below they were lot," Dulny said. "The ministry has in- formed the region tha t the situation cannot con- tinue ... we're flot even -waiting for the rest of the tests to corne in," Dulny said. He1 said an angry resident prompted the ministry to conduct several tests at the stream October 29. AI-, though the' resuits 'of most of the tests will not corne in for several weeks, Dulny, said the oxygen tests alone revealed the stream is under "great stress. " "We have insisted they go ahead and get more trucks to take the sludge out of, the stream, " Dulny said. Plant operator, Arthur Leitch said the sludge problemn was created when the region began removing ,the_ waste with. tank trucks to be incinerated at the York- Dufferin landfill site. "fIt just-- wasn't possible to, haul it al away,"' Leitch said. "We would have needed trucks out there 24 hours a day, seven days a week." Regional Works Chairman Gerry Emm said the black sludge spilled over into the creek1 from holding tanks during the process of. drawingwaste off in- to the trucks. "We used to spread the waste material on farmers'- fields," said Emm, adding the waste was welcomed by far- mers as fertilizer.' "But a high metal content started showing up in the sludge, and we could no longer put it'on agricultural land be- cause. it would be hazardous to cattle and crops, " Emm said. It was after the region began trying to remove the sludge from holding tanks that -the ýwaste leaked into thestream in great quantities. Emm said he has or- dered an investigation into the problem. Leitch said until more holding tan ks can be built the plant will treat the sewage by its old method of digesting waste right at the plant. "We had hoped -to comply with the minis- try's request imfme- diately by hauling the sludge away, but they- realize if it can't be done, it can't be done,". Leitch said. Pringle Cree k When asked if the stream would stili con- tinue to have a high con- tent of the sludge, Leit- ch said he expects' the stream will return to "inormal" within -a, week. He did not, say whether the "ýnormal" level was acceptable ,to the ministry. Emm said the region can either clamp down on'industries who are putting the metal.lic con- tent in their sewage, or spend up to $3 million on a new system 'of disposai. "To spend a lot of money on Pringle Cr-eek might aIl be 'for naught, " Emm said. He said the plant occupies a piece of land that may eventually house the new GO station, when the uine cornes through Whitby. Emm said it would be very difficult (but not impossible) to identify the industries causing the high metal content in order to have it re- moved and return to the old method of spreading the waste on agricultur- al land.
