Speé'aking to You By SCOTT FENNELL, M.P. (PC - Ontario) On Feb. 23, 1983 the government tabled its projected spending plans for the fiscal year 1983-84. Thisyear, the 6,000 page document reveals that the government plans to spend $88.9 billion of your tax dollars. In 1982-83, the President of the Treasury Board announeed that the governrnent planned to spend $76.3 billion and they spent $81.'15:ljn Going by their track record, I project that tris' year the government wil spend $94.5 billion and flot the pro- posed $88.9 billion. 1 fully expeet the deficit to be as high as $30 billion although at the present time the projected figure is $27.2 billion. Reallstically, this means that Cana- dians could be burdened with a gross national debt of $200 billion by March of next year. If we break these figures down, the national defi- cit is equivalent to a personal. burden of $8,000 for every man, woman and child in Canada. Over $18.570 million or approxlmately 21.7 per cent of the spendlng that bas been identified by the government, is going to be used to service the in- terest charges on the national deficit. We spend twice as much money on debt servicing of interest charges as we do on plans for economie develop- ment or recovery. My cblleagues in caucus have suggested that a special committee be set Up to consider ways of paring the estimates. I think that one of the ways we can do this is to attack wasteful spending. One glaring examrple that cornes to mmnd is goverrnent advertising. It is terriby iromic that in the same year as the government appeals to Canadians to adhere to the principal of 6 and 5, it unabashedly announces that. it will increase its spending by 9.6 per cent. Ironie, but not surprising. Since Pierre Trudeau took office in 1968 federal spending bas increased 1,000 per cent. How do you like the government's spending plans so far? WHITBY FREE PRESS, WEDNESDAY, MARCH 9, 1983, PAGE 13 Region to get $é5539088 in grants this year The Honourable Paul Coagrove, federal Minister of State .(Fi- nance) recently an- nounced, on behalf of Employment Minister Lloyd Axworthy and On- tario Labor Minister Russell Ramsay that the Regional Municipality Of Durham-Whitby will re- ceive grants totalling $553,088 under the Canada - Ontario Em- ployment Development Prograrn. The 55 jobs created will be limited to those whose unemployrnent insurance benefits have run out. Projecta under- taken wll include pre- liminary engineering and design for future regional services, im- provements and up- grading of the area water works system and an inventory and coding of plant equipment in preparation for com- puterization. "As a former Mayor I'm well aware of just how important such federal and provincial support for municipali- ties is, " said Mr. Cos- grove. "4I'm partlcularly pleased to see these funds being used, not only to create badly needed-jobs, but to plan ahead for the future. " The gross cost of the various projects is esti- mated at $716,395, with the Regional Muni- cipality contributing $163t307. Work on various aspects of the projects will commence through- out Aprl and May. The jobs will last an average 26 to33 weeks.
