Imi~mJ(PC - Ontario) Last week David Kilgour, M.P., tabled Private Members Bih C-682, An Act to Amend the Criminal Code (Victizns of'Crime). This Bill was the first measure ever introduced into the House of Com- mons to do something for the deplorable condition of the victims of crimes across Canada. In my opin- ion, this Bill was long overdue and sorely needed. Unfortunateîy, as so often happens, it was talked out by the Uiberals. I supported this Bull because it involved a compre- hensive plan to improve the position of the victim in society. Ini the first place, this Bull establishes a procedure through which the judge could award personal and mental damages to a victim of crime when someone is found guilty of a crime. This could work very successfully as a deterrent for, as Mr. Kilgour said, "I do not thlnk there is any question that the last thlng on earth that an assailant worries about.is beintsu!ed by bis victim." Bil C482ensures that the needa of the victims are respected and. met as far as possible. There are, for example, provisions ln the Billwhich protetc tlzns from Intimidation by accused persons. Under present conditions, a rape victim las normally obllged to sit in the witness room with frienda of the accused attacker. Bill C-68 seeks Wo change such ih-consldered treatment of innocent people.' This Bil concerna a matter very close to my heart. 1 have worked on it for approximately three years. Many of you are by now familiar with Don Sullivan, National President of Victims of Violence. His experience after bis daughter's murder led hlm to the conviction that the penal system in this coun- try does littie to compensate familles either emotionally or financiaily on their bass. Don Sullivan's experience has been shared by many other victims. Tbey al look for changes which would make the police and the judicial system more sensitive to their needs. Crime victims have no one to turn to. Don Sullivan's answer was to create a support group in which he bas been joined by people across the country. David Kilgour's answer was Bull C-682. which deals successfully with the trauma crime victim face. It requires that a victim be treated sensitive- Iy. It includes provisions that crime'victims be kept informed- and aware of the legal and judicial proceas.
