Demuands on the labour market have shlfted sub- stantially and certain jobs employlng large num- bers of workers are no longer requlred. Industries of the future wlll flot depend as much on physical hardware as they whll depend on human skills and initiative. By lnvesting in people, Ontarians wll realize maximum benefits from the overail process of economic recover. A priority of the Ontario Government will be to ensure an increased training effort by industry itself, Edûcation, skills training, and job creation programs provide a necessary answer, but by no means the complete answer to future economie challenges. Real growth and lastiag jobs can be created through economie recovery and subsequent private sector growth - not through governinent initiatives alone. We must think in terms of resear- ch and production with innovation, flexibllty'and entrepreneural skills ultimately being the deciding factor in ereating employment and spurring economuc recovery. By improving skill mix, mobllity and productivity of Ontarians, the functioning of the labour market and the quality of the work force wiIl be enhaneed. The provincial governâment has taken a lead role In formulating policies which'wil reduce economic, structural and social constraînts on the adopting of these new technologies. Both the provincial and federal governments have contributed equally to the. Canada/Ontario Ernployment Development Program. A total of $20 milion has been lnvested to create productive em- ployment- for those unemployed individuais who have, exhausted their unemployment insurance benefits or who are currently recelving social, assistance. Particlpatlng employers in the program include established non-profit organizations, reglstered businesses, partnershlps, churches, cor- porations, individuals and federal, provincial and municipal governments. Through the Canada/Ontario Employment Development Program, funds' have been provided te municipalities, non-profit organizations, private sector participants and g'overnment ministries. As of June 22, the total value of approved COEb projecta was $391.8 million which represents 24,2e8 new jobs for Ontarlans. In addition toparticipation in the COED programn, Ontario expects te spend an addltional $50 million to fund 7,500 immediate new jobs thrugh the BILD program. In the recent Ontario Budget, the Tréasurer an- nounced that an additional $24illion would be allocated to create 7,00o short-term jobs this year. Employment challenges wlll remain with us for some time te, come, and it is only through positive policies and actions that we, in Ontario, will meet these challenges. A Research Paper, "dSkills Training: Programs and Initiatives in Ontario," has been prepared te highlight the varlety of programs which have been lnitiated to deal with this critical issue facing a large number of Ontarians. Copies, of this Report are available at my Riding Office, 27 Station Plaza in Ajax for your review. TV STAR IN OSHAWA
