The jury was in- vestigating the deatb of Wbitby crossing guard who died as the resuit of a traffic accident Mar. 16, 1983 at the corner of Dundas and Garden Sts. The three-man, two- woman panel deter- mined that Jacoba Debres, 51, died of massive internai in- juries after she was struck by a car and thrown a distance of 12 metres in wbat bas been cailed a freak accident. Tbe jury heard testi mony from Ian Baxter of' the Wbitby Ambulance Service and Dr. Francis Kwan of the Dr. J.O. Ruddy Generai Hospital. 1Baxter testified that he 'and bis partner, Brian Piggott, did everytbing they were allowed to do under the law for Debres and transported her to the Ruddy hospitai's emergency room. Ambulance attendan- ts are oniy ailowed to administer first aid to any accident victim. Paramedics can give medication under doc- tor's orders. Osbawa ýis the only municipality in the region witb a paramedic program. 1Baxter toid the Jury that Debres was found under a pick-up truck that ,was parked -near the pumps of Lyie's Cutý Rate Gas Station whicb is iocated at the north- east .corner of the inter- section. Because of its proximity toDundas St.,ýý< tbe jury aiso recomn- mended tbat the gas station be relocated in an effort to create a safer intersection-. Under questioning- from acting Crown at- torney George Poilitt, Kwan admitted that Debres migbt have had a better chance of sur- viving had she been taken to tbe Oshawa General Hospitai. However, Dr. Cameron Anderson told the jury that there was no time to transfer tbe victim because sbe needed constant medical attention.' Baxter also pointed out tbat under iaw, am- bulance attendants are required to transport victims to the' nearest hospital unless ordered to go to anotber facility eitber by the doctor of the patient. l Despite al of the ef- forts made,- Kwan, said tbat Debres bad only "a very smail chance",'0f surviving her injuries.
