Toronto already has a bylaw in place similar to the one before the committee. "The definition of who is handicapped and who is not is important," Councillor. Marcel Brunelle said. The- report defines ,a physicaily handicapped person as one " who is cornpletely and habitually dependent on ... assistive devices"' such as walkers, crut- ches, wheelchairs and leg braces. Councilor Ross -Bat- ten stressed that "this bylaw is a uniform bylaw that has been put in place in every other municipality in the area. I tend to agree that we need a change in the definition of han- dicapped persons, but I don't think it would do anyone any good if we makre a change -in our bylaw that doesn't exist in the other municipalities."
