"Fine-O-Meters" WHITBY FREE PRESS, WEDNESDAY, APRIL 11, 1984, PAGE 3 won't be installed in Whitby By JONATHAN LOCKE Free Press Staff The Whitby operations committee; bas ratified a recom-, mendation of the public works department not to provide b Fiàe-O- Meter" boxes for the By JONATHAN LOCKE Free Press Staff A warning to builders who don't clean up after themselves was issued by East Ward Coun- cillor Joe Drumm at the last week's meeting of the operations commit- Town of Whitby. "The idea of these 'Fine-O-Meter' boxes is to allow any person who has received a ticket for a parking meter or other parking violation to pay his fine im- mediately by depositing tee. "We are getting into the building season," Drumm told the com- mittee, "and there are some builders who have no respect for the people who live there." Drumm urged his the payment directly in- to the box," Dick Kuwahara, director of public works, said in his report to the committee at their meeting last week. "I thought the boxes might, be handier for fellow councillors to •"pay attention to com- plaints" made by con- stituents who lve near areas that are being developed. He said he bas been receiving some complaints already. "They (the builders) people to pay their tickets," Councillor Marcel Brunelle said. Brunelle initiated the report after seeing the boxes in use in Fredericton, New Brun- swick last year., "We call ourselves a should put down calcium before they leave at the end of the day, and make sure they clean the roads. It's a bloody disgrace, afid this summer I'm going to nail them," he said adding, "The Irish- tourist town," Brunelle continued. "Visitors might not know where our town hall is, and put the ticket in their pocket and forget about it. Then we have to go through the procedure of issuing a summons." man'srnad." In an interview last Friday, Drumm added that he is most concer- ned with developments being built near already existing housing. "We are heading into a hot summer. I don't want 60 days for not wearing seat belt? Not wearing his seat belt has cost a 20-year old man 60 days in the Whitby County Jail. According to a spokesman for the Durham Regional Police Force, Constable Steve Marcoux was on routine patrol in the early hours of last Wed- nesday morning when he noticed that a vehicle west bound on Dundas St. was being driven by a man who was not wearing his seat belt. Further investigation Drug/theft charges laid A Whitby man is facing four criminal charges after members of the- Peterborough detachment of the On- tario Provincial and the Durham Regional Police Force executed a search warrant at his home last Wednesday afternoon. According to a spokesman for the Durham Regional police, the warrant was issued in connection with a case of theft that occured in the Peter- borough area. Wine & cheese party Business will mix with pleasure when the Whitby Chamber of Commerce holds a wine and cheese party April 12 beginniig at 8 p.m. at the Station Gallery, corner of Victoria and Henry Streets. This will be an infor- mal social evening, with no speeches, offering an opportunity for Cham- ber members to meet each other and the directors. While at the Station, guests will be able to see an exhibition of Inuit art. Whitby Arts Inc. will be presenting awards to commercial and corporate sponsors of the art gallery, some of whom are Chamber members. Tickets for the party are $5 per person and must be reserved by calling the Chamber of- fice at 668-4506. They will be available at the door on the night of the party if ordered in ad- vance. A limited number of tickets are available, so the Chamber advises anyone interested to or- der their tickets early. Final dat for placing or- ders is Apriuîl. . During the search, police seized a video cassette recorder, a set of scales and an Atari home computer. Police also found over 700 grams of a substan- ce they believe to be marijuana and a swit- chblade knife. Stephen James Mc- Carroll, 30, of 359 Rosedale Dr., has been charged with possession of stolen property, possession of a prohibited weapon and possession of a narcotic for the purpose of traf- ficking. He was released on a promise to appear in Whitby provincial court this Friday., showed that there were two outstanding warrants for one of the two men in the car on charges of possession of housebreaking tools and breach of recognizance. The spokesman said that when stopped by the officer, the man gave him false infor- mation when questioned resulting in an ad- ditional charge of ob- structing police. The officer also discovered that the car had the wrong licence plates attached to it and that it was being driven without insurance. When he appeared in provincial court last Wednesday, David Plumley, 20, of no fixed address pleaded guilty to charges of obstruc- ting police and possession of stolen property. He was sen- tenced to 60 days in jail. He will appear in traf- fic court or May 15 to answer to charges of driving while under suspension, driving with no insurance and driving a vehicle with the wrong licence plates. All this because he didn't wear his seat belt. Brunelle conceded that the cost of the boxes, $400 each, was higher than he had ex- pected. "I had no idea these things were so ex- pensive. I don't know whether or not we can see saving money on people to have to live with dust and garbage all summer lorng." Drumm wants the operations committee, backed up by council, to "ensure that streets are left in a reasonable con- dition". He feels that the two complaints he has received already are in- dicative of a larger problem ahead. "This is only the beginning of a long building period. It's going to get worse." this. The financial aspects are not attrac- tive at all.' Another problem with the boxes outlined by Kuwahara is that tickets issued by the Durham Regional Police Force would still have to be paid at the Whitby Municipal Building. This is because tickets paid via the boxes require . a special envelope at- tached to them for the money, and regiongl police tickets have no such envelope. "The Regional Police Depar- tment do not want to carry different tags for different municipali- ties," Kuwahara said in his report. Councillor Joe Drumm said that though the idea of im- plementing the boxes was turned down, Brunelle should be commended because his "thinking was good". "The Irishman's mad"....
