Board offering free classes in English as a second language Free classes for adults in English as a second language are being offered through the Oshawa and Whitby community language programs, jointly spon- sored by the Durham Board 0f Education and the Ontario Ministry of Citizenship and Culture. . The English classes are geared to teach English to people who either speak no English, or who have difficulty with the language and wish to acquire fluency. The emphasis is on practical language, mainly through conver- sation, although some reading and writing are gradually introduced as the students progress. In Whitby, the classes are on Tuesday and Thursday afternoons, from 1:30 to 3:30 p.m. at St. Mark's United Chur- ch, 201 Centre St. S. GEORGE ASHE, MPP (PC - Durham West) Minister of Government Services Ontario During this time of economic recovery, many in- vestors are reaching into their pockets to invest in, what appears to be, a "goîdmine". A goldinine is in the eyes of the beholder and speculative ventures, such as "penny" mining stocks, may flot always be a good investment. A speculative investment? ..Probably. -Hfigh pressure, unsolicited telephone' calis, especially those claiming stock prices will probably increase? A sure sign to stay away, as the Securities Act prohibits al daims concerning the future price of a security. -Suggestions that you make an on-the-spot decision to purchase? An informed decision requires a thorough reading of the prospectus. -In doubt about the salesperson, or the broker- dealer? If so contact the Ontario Securities Com- mission (OSC) at (416) 963-0242. *My colleague, the Minister of Consumer and Commercial Relations warns Ontarians to be wary of "penny" mining stocks. They are a risk invest- ment, and should be viewed and acquired accor- dingly. Penny stocks can offer potentially high pro fits for the informed investor, but the general public must realize that the losses on highly speculative ven- tures can be great. Low-cost penny stocks generally promnote mining exploration - many mines must be explored before a profitable mine is found. In Ontario, "penny mining stocks" are sold over- the-counter by broker dealers. In an effort to proteet you, securities cannot be sold to Uic public without having a prospectus filed with the OSC. The front page of the firm's prospectus wil reveal certain mandatory warnings. These could include: i) a disclaimer that no securities commission in Canada has passed judgement on the merits of these securities, ii) a statement that there is no market through which these securities may be sold and, iii) an'indication that purchasers may not be able to selI their shares at a later date. The prospectus also identifies the risk factors in- volved, how much of your investment dollar will go to the underwriter and promoter, how much will ac- tually be used for the proposed enterprise, a description of the business, and the property of the share issuer - this valuable information should not be ignored, or glossed over with verbal promises. The investor's key to judging possible risks lies in a careful reading of the prospectus. Stock buyers haye the right to cancel their purchase within 48 hours of receipt of the prospectus, thus lack of reading time is no excuse for a speculative invest- ment. Approach investments with an informative and cautious mind, and you may find your goldinine in the business activity of this great province.
