Stewart was reacting to Ashe's "Report from Queen's Park" published in last week's edition of the Whitby Free Press. In that ar- ticle, Ashe, who also serves as Minister of Energy in the cabinet of Premier Frank Miller, defended Ontario Hydro's policy concer- ning the disposal and sale of tritium, a radioactive by-product of the Pickering Nuclear Generating Station. "My comments on the plans of Ontario Hydro to extract and sell radioactive tritium were researched and rational," the candidate maintains, "Mr. Ashe's bland reassurances con- tradict these basic fac- ts." Stewart notes that tritium is a key ingredient in most hydrogen bombs and points that its use in American weapons has increased substantially over the past few years. He also claims that peaceful civilian use of the substance is barely 500 grams a year. The military use has reached 11,000 grams a year. "The proposed hydro sale would simply flood the civilian market," Stewart says adding that at least four American firms buying Ontario Hydro's tritium have contracts to do both weapons and energy fusion research from the U.S. Assistant Secretary of Defense. "My greatest con- cern," Stewart says, "is that the Ontario public - the owners of Hydro - have not been fully con- sulted. The people of Ontario, not the Tories' bureaucratic appoin- tees, should decide if we want to profit from questionable sales of radioactive waste." Stewart also took Ashe to task for his comments on the plans to burn P.C.B.s at the Pickering nuclear facility. "Of course, Hydro has no plans to burn the higher level con- taminates but that is precisely the option being studied by On- tario's Environment Ministry," Stewart says. The candidate says that the ministry plans to burn P.C.B.' in mobile destruction units where they have been stockpiled. "This sounds fair," Stewart says, "Each municipality would share its proportionate burden of the risks in- volved. "What Mr. Ashe failed to address was my concern that other municipalities' P.C.B.s will be burning in Pickering," he added, "While not among the top 15 sources of P.C.B.s Durham Region dwarfs all other municipalities in the quantities we store." Stewart also questions Ashe's credibility, as Ashe did his. "I must question his credibility when he describes Ontario Hydro as a 'responsible corporate citizen' on environment matters," he says, "This is the utility which has never met its committment made under oath before the National Energy Board to install scrub- bers in the stacks of its coal fired stations." Stewart also main- tains that Ontario Hydro is one of the biggest producers of acid rain on the continent. "I did not and do not engage in scare tac- tics," Stewart says, "I do intend to challenge the member for Durham West and the voters of Durham West to look for a better way, and not to sing the sirer songs of complacency."
