Stuart Drew of 923 Annes Street dlaims the Region owes bim $13,000 plus two per cent montbly interest for damages caused by backed-up sewers, and says there is a "great possibility that I will be taking the Region to court -wben I have enough money." The storm caused flooding in ap- proximately 800 other bornes in Durham Region, and those wbo suf- fered damages, including Drew, were paid $250 dollars under the Region's ex gratia program to cover dlean-up costs. An insurance adjuster hired by Region carried out an in- vestigation, and "the insurer could find no responsibility on the part of the Region for the flooding of August 27, and tberefore could not accept the dlaim," according to a recent council1 report. " Drew says the Region bas responded to these letters "briefly and ignorantly.". According to the report by Region finance commissioner Jack Gartley "as far as can be deter- mined, with the exception of reim- bursement for property damage, Mr. Drew's concerns have been ad- dressed." "The Region hates me, and I hate the Region," says Drew, who adds, " It's.flot really a hatred campaign - I just want to be compensated for my loss. If I had enougb money; l'dl be suing the Region for $100,000 or $200,00 dollars for the suffering this has caused my family. " Drew isn't the only flood victim seeking legal -action. The Region bas been named in several suits regarding the same flooding, and Drew says other angered residents "gwant me to join them in their campaign" against the Region, but he says he bas got bis "own battle i n progress. " An information meeting was held on April 14, 1987 to discuss the ac- tions to be taken by the Region to *correct the flooding problems in Whitby. Members from the works department'and Drew discussed a flooding report at length, accordfing to the council report. Drew says the Region prornised to construct a puniping station near bis home in order to alleviate the flooding problem, but so far notbing has been done. In one of his letters, be suggested the "local garbage dump be the location for the civil engineering department._ "I don't know what my chances are of winning the case in court," states Drew, "but PUi just continue plugging along." "If we legalize these we arý 'sen- ding the core back to its drea'ry old self. And we (council) will take responsibility for that. "Let's do tbe right thing and get rid of tbem. " But in a 4-3 vote, bis amendment was turned down. Favoring the bylaw 'were councillors Drumm,, Bugelli and Tom Edwards. Voting against the bylaw were Attersley, Brunelle, Batten and councillor Gerry Emm. Batten tben stood and introduced the motion calling for a license bylaw. His motion was supported by Attersley, Brunelle, .Emm and councillor Edwards who bad originally supported the bylaw. "I will support this only to send out the message we will not permit this," said Edwards. After the meeting, Batten said he boped the establishments will even- tually find tbey have to close the parlors because of the restrictions in the.license. Thatsentiment mas also shared by Attersley who said he supported controlling tbem witb tbe hope they will eventually disappear. "Let's dlean up the Town. of Whitby," he said during discussion.
