Lorraine Willis, the applicant, proposed a one-story addition to her existing lodging house at the corner of Euclid and Mary St. W. The ad- dition would have three guest rooms and accommodate a total of 10 lodgers while the existing struc- ture wouid be converted' to a residence for Willis and family members. William Livingstone, represen- ting the applicant, noted that the proposai meets the requirements of the Town's lodging house bylaw, including the accommodation of 10 guests in a total area of 975 sq. ft. in the addition. He said the oniy bylaw the provision of parking spaces on the property. SHe asked administrative com- mittee members for relief frotn that provision since "'None of the people there have vehicles or a licence and it is unlikely they ever will have." Palace St. resident Beryl Stockton had learned earlier in the meeting that three of the persons in the existing lodging house; -and who would live in the addition if ap- proved, are former patients of Whitby Psychiatric Hospital. But councilior Joe Bugelli stated that it was,&"not at issue where they'are from" and committee chairman Marcel Brunelie added that "quality doesn't count," only the number of iodgers. Euclid St. resiÏdent Donna Hoare, who said existing iodgers at the residence were "airight" and posed no probiem, asked what guarantees there were against more iodging room in the future. Planrning director Bob Short said a maximum of ýO guest rooms is a provision of the Town's' iodging house bylaw but that council can be "4very specific" and limit the num- ber. "But if down the road, there are 12 people living there, what can I do about it? " asked Hoare. Short responded that zoning can clarify where guest rooms are so that the number is limited.
