WHITBY F1AEE PRESS, WEDNESDAY, OCTOBER 7,1987, PAGE 13 LETTER: To the editor: The "bicycle craze" has taken over the public from 'four' to 'forty' and yes, even fif ties and sixties. But in the "fifties" and "sixties," it was, "law" and enforced law that 'bikers' must have: (a) a bicycle check by police; (b) a "belt" or warning horn? (c) a brake check? (d) and must obey traffic laws and road rules. It is illegal in Oshawa and should be in Whitby and other municipalities, for bikes to be driven on sidewalks., But police do not enforce the law as at this point in time, highways and roads are too dangerous. But what about Peter and paula Pedestrian? Each and every day bicyclists (particularlY one 8-16) corne barrelling down sidewalks at the highest "3-speed rate", with no regard for man, womanor child and if you don't remove yourself to the roadway or soggy boulevard, or if you tell them on no uncertain termis, their riding habit on sidewallcs is illegal you are tofigue- lasbed by obscenities such as "Go to bell, you F... old B ... I don't gîve a S... if you câllthe police! " 1 have spoken to elderly people in Whitby and Oshawa- who are terrorized by these teenage brazen bullies whose obvious lack of decorim refleets the lack of paren- tal upbringing and discipline and their regard for laws, respect of eiders and society in general. To ahl intents and purposes, the world is made. for the young and adults and elderly can "get lost," it is quite evident from the grafitti in 444 Need to right the wrong ofb'icyclisis bold black marker in buses and public washrooms. After phoning the community services of the police department recently the sergeants' reply about "sidewaik" riding was "Well, what about the 7 & 8 year-olds?" Any parent with a výrtige of intelligence would not allo'» a 7 or 8 year old unaccomapnied by an adult on the streets riding a bicycle, unless tbey were ir4ent on "infanticle. " Legisiation should be brought in as follows, by the reional and provincial governnlen- ts: a. Designated wear for cyclists, iLe. no sidewalk riding in downtown core, or "wheeled vehicle of any kind e.g. skateboar- ds, roller skates, skooters or in busy shopping plaza parking lots. b) Parking areas for bicycles outside downtown cores with metres and mandatory locking of bikes or fines imposed. c) Fines imposed for sidewalk riding unless it is in specified mras. d) A licence obtaine.- yearly and child is oid enough to ride a bike, he is old enougli to respect traffic laws and respect "'rights of pedestrians" and parents should havé to sign forms of " ResponsibilitY. for fines enforced for off-springs driving in- fractions. .3> The pedestrian bas the right of way. If these wrongs are not righted there will soon be a rash of "bk' fatalities or some pedestrian maimed for. life and since young mentally for a lifetime. Politician and police don't wait until the horse is out of the barn to close the door or don't wait until the bike has left the garage, to open the door to logical legistation for "Bicycle Safety." Petrified pedestrian Barbara Black Oshawa Savings bonds can offer flexibility By MeLEOD YOUNG WEIR LTD. Canadians are known as a nation of savers. In fact, the amount of our disposabte income that we save (10 per cent) is higher than in most other countries. We put our money away in a wide variety of savings investments including bpnk ac- counts, certificates of deposit, guaranteed investment certificates and treasury bills. Each November the governmeiit presents us with the opportunity to purchase Canada Savings Bon ds. As savers we should give serious consideration to this method of in- vesting our hard-earned dollars. Savers should realiy think of themselves as tenders of their money. When you receive interest for lending your money, you are automaticalty accepting an ex- posure to interest rate fluctuations. Money in a bank account earns tess interest because you have the abiiity to withdraw your funds at any time. On the other hand, you normally witl receive a higber interest rate by purchasing a five-year Guaran- teed Investment Certificate because you have lent your rnoney for a specific period of time. You cannot get your money back before the five years or if you are aliowed to withdraw eariy, you wiil receive tess interest as a penalty. If interest rates generally in- crease beyond the rate you are receiving on your investmerit, you are stuck until you can get the fun- ds at maturity or with the earty withdrawai penalty. However, if interest rates generally fait below the rate you are receiving on your investmeflt, you win because you have iocked in the higher rate for a specific time Consider Canada Savings Bonds - they offer you much more flexibility than many other types of savings vehicles. They can be pur- chased in November, and as long as you hotd them for the initial three months, they can be casbed at anytime at fuit face value plus cash the Canada Savings Bonds and reinvest your savings in whatever vehicle wilt get you a higher return. If interest rates go down, you can bold the CSBs untit maturity and enjoy the higher government guaranteed rate they are paying.
