Although the motion to support construction of an airport on 9,000 acres of federally-owned land in north Pickering was passed in a recorded 19-9 vote, several council members.had difficulty with the wordinix of the type of airport under discussion. During the previous week's plan- ning committee meeting, a report from planning commissioner Mofeed Michael had recommended endorsing an international airport at the site, a recommendation that was amended by regional chair- man Gary Herrema to replace the word "international" with "general aviation." He told those present that the word international might be under- stood in the rninds of the public as a massive airport along the lines of Pearson International and start a panic similar to that of the 1970's when the airport was initially proposed by the federal gover- nment. Both at the cornrittee and coun- ý:il level, Oshawa councillor Brian Nicholson said the change in wor- ding was rnerely an atternpt to "«sugarcoat" the matter. "How can we advocate the use of this 9,000 acres of land for an air- port when we are desperately going to need that land in years to corne?" said Edwards. He questioned why the Region was "even fooling around with this thing," as the matter had been set- tled 20 years ago when the federal governrnent withdrew, their proposal to construct a new airport at Pickering. But several others councillors disagreed, claiming it was just a matter of tirne before an airport was built on the proposed site. The report, by Region planning commissioner Mofeed Michael, says low mortgage rates, good economic growth and strong dernand maintained strong home building growth in the Region in the first seven months of 1987, the period covered by the report. The value of building permits issued for non-residential projects was $110.5 million, seven per cent lower than the same period in 1986. Michael stated that there was a 20 per cent decrease in the value of permits given for industrial uses. Canada Mortgage and Housing Corporation reported that 318 new rental units and 382 new~ con- dominium units were under con- struction as of August, 1987.
