The past year was a significant onie for Whitby's harbor area in termis of planning for future development. In February, Whitby coundil rejected expansion plans by In- .dustrial Glove and Garment Ltd, an industry in the harbor area. It was a presage that the Town meant to carry out its scheme for harbor development as outlined in a secondary plan to guide growth -and industry was not wanted south of Victoria St. The town budget approved early in 1987 also indicated a $1.2-milion land acquisition and building at the Port Whitby Marina area.. No details were then given, but in July the Town purchased the Whitby Boat Works on Charles St., a six- acre site next to the marina. Another major acquisition was the Cartier-McNamara property. along the waterfront by Coscan (formerly Costain Development Corp.) in October. Coscan unveiled a $100-million residential develop- ment plan for the 22-acre site, with further details likely later this year. Two Town studies were under- way to guide development. One was for lands immediately surrounding the barber area, and included was a public walkway, beach expansion, park expansion, and other touches to make it more "people-oriented," as a one study team member described it. The other' study looked at development west 'of the harbor to include the properties adjacent to Whitby Psychiatric Hospi tal and Whitby General Hospital. And in October, an apartment-townhouse development was announced for the southeast corner of Watson St. and Victoria St. W., the first of what could be Whitby's newest area for housing. The sport fishing trade was thriving in the barbor over the past *year, and the Port Whitby Spor- tfishing Association was eventually created toward the end of '87 to give a voice to fishing interests in the face of such potential developmeflt in the harbor area. .And bringing added attention to Whitby's port area were two boats, the Prince Edward and Isle Royale, either because of the owners' plans for use (such as a floating generating station i the Dominican Republic) or for their two trips around the harbor sans crew. Attention was niost paid.by Whitby council members who finally passed a bylaw in Septem- ber in an attempt to have the boats moved. The boats remain, and' now the courts will decide on the-mat- ter. The three elementary schools with the highest, donations were Glengrove Public School ($106.81), Lincoln Avenue Public School, and Gandatsetiagon Public School.
