One had the feeling it bad ail been said and done before. Having introduced phaseI of tax reforrn as a White Paper in June, 1987, followed by the implemen- tation package in December, Mr. Wilson was left witb precious little new or novel to offer. Witb an elec- tion on the horizon, the government seems ready to go to the people on the strength of its economic perfor- mhance. Mr. Wilson points* to Canada's number one position among world economies in growtb,. relatively low interest rates, bigb employment, record housing starts, and t he Canada-U.S. free tra.de agreement' as reasons why Canadians sbould be able to look forwardwith confidence. Despite brave words about responïsible fiscal management, those looking for a renewed atta.ck on the deficit'will be sadly disap- pointed. At best the deficit will decrease by less than $1 billion over the next two fiscal periods.-, And wbat about federal sales tax reform? Wile tbere bas apparently been some progress in negotiations witb-the provinces to develop an in- tegrated national sales tax, there is still no indication of when this seconji phade of tax reform willibe p ut. in place.' Meanwblle, there îwill be furtber sigifUicant changes to the present archaic system, prirnarily to stemn the ersion of the tax base tbrougb wbat the government per- ceives to be tax avoidance mécbanisms. The new rules -for computing the tax base are ar- bitrary and in some cases inequitable and only serve to bigbligbt the absolute necessity of ixnplementing comprehensive sales tax reform as soon as possible. The trend to tighten rules to coun- ter corporate tax minixnization con- tinues. Tbe associated corporation rules wil be amepded to ensure that a group of corporations will not gain multiple access to the small business tax rate and other benefits. A one, cent per litre increase in tbe excise tax.on gasoline is tbe major source of revenue in the budget and that will be used to finance the national Étrategy on child care wbicb was previously announced. Restrictions placed on wbolesale licensees will result in a one-time revenue gain from increased sales tax. The budget did'not include draft legislation for reformof the taxation of pensions' and RRSPs.
