Sedgeman appeared before council last Wednesday in a last ditch effort to persuade council fromn contracting out the service. Regional staff have performed the cutting since 1974. "This will show none of our jobs are safe," said- Sedgeman before council accepted the tender from Clintar Groundskeeping Services. I Rhetoric is easy; action is what counts. This measure is by no means Draconian. The municipality couid - demand a percentage of rentai ac- commodation be înciucled in draft plans of subdivision. It could go one step further and include a specifie percentage of that rentai accom- modation be rent-geared-to- income. This would say to developers that when they bring forward a large residential plan, they must incorporate an accurate refiection of the social strata of society in the type and tenure of housing they propose. We wouid then see our municipality develop in a well-rounded, balance form; a form which includes ail housing needs. Whitby would flot become purely a bedroom community for only the affluent but would truly serve and reflect the society in which we live. B. But Sedgeman said his mernbers did more than just cut grass. "We always clearied up twigs. *and glass before cutting. The contractors won't do this," he said. Clintar's bid for the work was $84.,450 which lead Oshawa Mayor Allan Pilkey to comment that the "bid is substantially lower. Are they bidding on the samne thing?" The next lowest biddler was Weed Busters and Asphait Sealing Ine. which bid $176,299.97.1 Sedgernan said Olintar had done a poor job cutting grass in -Pickering but Twelvetrees said Region- staff have checked to inake sure Clintar could do the job. Ajax Mayor Bill MacLean added that Clintar bas done a good job for the Town of Ajax. Council also heard that contracting out the work is not violating any collective bar- gaining agreement and that no employee wiII be losing their job. Council voted 19-9 to accept contracting out the work with Whitby regional councillors, Mayor Bob Attersley and Gerry Emm voting in favor. Regional councillor TOM Edwards voted against the move.
