The lights would be paid for by the Town since the intersection does not meet warrants to obtain a 50 per cent subsidy from the Province. That lack of funding was the main concern expressed by coin- mittee members. "I don't believe this is wise. Supplementary funding of $131,000 has been awarded to Whitby by the Province to contribute toward the cost of three road projects. The Whitby subsidy includes $16,000 toward the $20,000 cost for a culvert on Halls Rd.;, This wasnt. recognized as a necessity. in the budget and I haven't seen anything to make it such," commented councillor Joe Bugelli. The department stated traffic problems at the intersection as a reason for the lights.. Problerns include a 107 per cent average increase in traffic trav- elling both ways on Garden St. since 1982.
