The old place needed it; while he was at it, could he replace some of the rotting window sills, paint the garage, and if refinan- cing was needed, perhaps he could even work out enough to replace the old car. Uncle Max said sure, anything she wanted, since he had this plan which would be better than re-financing. Financing, he said, was when you borrowed money from the bank or finance company. Instead of borrowing the money (he would have had to pay that back) he figured he couldsellsome of the house (say, 45 per cent) tothe bank. That way, he could buy a hell of a lot of paint. Better yet, he wouldn't have to pay it back. Aunt Melinda put her foot down on that one, though, when she pointed out that sure, they wouldn't have to pay the money back, but then the bank owned a good hunk of their property. Try it again five years from now, she said, and the bank would own even more of the place. If you did that every time the place needed paint, soon would come the time when the bank owned the whole farm and they'd be out on their'ears. Melinda underscored how she was looking forward to a long, comfortable widowhood after Max died of male stress, and she sure wasn't going to spend it in the poor house. End of Max's scheme. Well, almost. See, Max finally figured out that selling to the bank might not be the way to go. What he would do, he said, was he would sell half the house to Meldina, and half to himself, and then use that money to buy the paint and WITH OUR FEET UP by Bill Swan The p aint j ob alum'inum siding and maybe even new windows and the car. Since they already owned the house anyway, then they wouldn'thave to pay anything back and... Melinda stubborn old cuss that she was, said no agan. The way -1 figure it, Max must bave written about the scheme to John Diefenbaker, and the mail service being what it is the letter arrived just intime for Brian Mulroney to open it. It was, as they say, an idea whose timead come. So there we are. Air Canada needs $500 million dollars? No sweat. There are two ways we can do it. Choice One: levy an extra tax of $20 for each person in this country._ That'llraise $500 million -with the fuss that goes witb any new tax. Choice Two: Sell every man, woman and child in this country 10 shares of Air Canada, at $2 a share. That'll raise $500 million, no fuss. Nobody has to pay extra taxes, and that's good, since it's an election year and nobody likes to pay more taxes even when it's not an election year. Not onlv that, everybody in Canada gets to be a real capitalist, with investment in stocks and all that. Uncle Brian figures that people will get so excited they would forget they were buying an airline they already own. Okay, okay. So everyone won't want to buy ten (10) shares. But some will want more. It evens out. I know what Aunt Melinda would have thought of the deal. She would've insisted that if you sell something, the money you pay has to go to those people who own it. (Minus the real estate and legal fees). And if you do that, then you won't raise the money to'paint the house. Or buy airplanes. Or whatever. The only people who make money on the deal will be the realtors or brokers and lawyers who get their fingers in the pie. If you want to see who's going to make money on this Air Canada sell-off, look on it as a poker game. Whoever gets to chose the cards, make up the rules and deal stands a good chance to come away a winner. In this case, the brokers and underwriters stand a better chance of profits. And the losers will, of course, be the tax- payers -who are being given a chance to buy their own airline. From themselves. Uncle Max would've loved it. But then, he always was dumb enough to be a Tory. Metro deferral may delay Region budget, landfill decision By Mike Johnston Last week's Metropolitan Toron- to council decision to table a motion approving a $28 rebate to Durham Region on landfill tipping fees may delay the Region's 1988 budget as well as a decision on waste disposai. .Council was to deal with both issues, today (Wednesday). "I will. either introduce it or let it drop," says Ajax regional councillor Jim Witty, who has a notice of motion on the regional agenda to tell Metro they are no longer welcome to dump their garbage in Durham Region. Metro now use. the Brock West site in Pickering but that site is expected to be cl d n 1990 when it is full. Metro is looking for an interim site to use after Brock West closes, with possible locations in either Scarborough or Newcastle. "That decision could influence the voting patterns of some members of council. rm upset. I don't know why they did this. It tends to show me that no matter what we do with Metro we will be their poor cousins," said Witty, who described Metro's decision to Public school budget FROMPAGE1 very few exceptions. Oshawa trustee Ruth Lafarga again echoed the need for the Province to extend more funding during a discussion on staffing cuts. In reference to cutting back on resource teachers te work with -potential dropouts, she said: "Half the parents aren't goîng te be able te pay the taxes for such resource teachers. We need the Province to take notice." Activity busing (extra, late busing mainly for rural schools) just missed the axe. Uxbridge trustee Heather Beveridge said that such a cut "affects every rural high school in north Oshawa, Scugog, Brock and Uxbridge." "Why should we support French immersion busing when it is not mandated?" said O'Flynn. Kitchen added that "Busing is less important than science programs," referring to a possible science program cut. After first niaking a cut in activity busing, trustees later decided to restore it. Metro is planning to raisethe tipping fees at the Brock West site from $22 te $50 in order to stop excessive dumping at the site. According to Witty, Metro approached Durham Region offer- ing the $28 rebate. "I didn't expect them to do this. I expected the rebate. They rec- ommended it." Witty, who chairs the Region's finance committee, also expects the budget will be tabled by Durham council. Council tabled its budget two weeks ago until today, because some councillors were concerned what would happen if the rebate was turned down by Metro councillors. But Region finance commis- sioner Jack Gartley told The Free Press the $50 tipping fee is a municipality expense, not a Region expense. The fée, however, does show up in the Region's budget. If there is no rebate, the Region's budget will increase by $1.9 million, or 4.1 per cent. The Region's proposed budget for 1988 is $221-million. Whitby Mayor Bob Attersley had earlier told The Free Press that if th Reganotdid not receive the rebate, another $300,000 would have to be added to the Town's 1988 budget to pay for its share of the tippimg fees. Whitby taxpayers were bit with a 7.5-per cent tax increase in February.
