'dump Metro' motion The long-awaited debate at regional council, over whether or not to allow Metropolitain Toronto to locate a landfill site in Durham Region, neyer mater- ialized at the council meeting lest Wednesday. Ajax councillor Jim Witty, who was expected to introduce his notice of motion calling for the Region to dump Metro, let his motion "fall off the table. I have discussed this matter at. great length with the executive of PACT (Pickering and Ajax' Citizens Together for the Environment) and PACT sug- gested we not bring this matter forward today," said Witty. PACT president Bill Parrish said after the meeting that bis group decided te withdraw the motion because they felt it would be lost due to Metro Toronto's recent decision to delay approval of a rebate for the Region's garbagfe. Now we know "Witty is taking his marching orders from PACT," responded Oshawa Mayor Allan Pilkey after Witty told council he would let bis motion drop. The rebate decision also forced council, for a second time, te delay passing of its 1988 budget. "I don't think we are in a position to debate this- today," ,said Oshawa councillor John Aker. By a vote of 17 to 9 council decided to table the budget for two weeks. On March 23, regional council had first delayed pasising the $221-million budget, $48 million of which is to be raised through taxes, becaqse. Metro had not yet made a decision on a rebate for Durham. Metro was expected to approve a $28 a tonne rebate for Durham for dumping waste at the Brock West site. That decision, however, was referred back to Metro's works committee by Metro council last week.'
