The application for the 5.7-acre property, by Whitby Landrnark Development Imc., was first outlined at a public meeting about a year ago. Also included in the development are 10 single family dwellings and a park block to be 0.6 of an acre., The 12-story building, to be "terraced" with building height, increments of four, eight and 12 stories, will contain 162 condominium apartments. The rear yard setback for the building was increased ta 20 metres (66 feet) from 15 metres afrer concern by the Coscan development company that the building might impact on a subdivision ta the north1 Despite concerns about shadows from nearby residents, Town planning department recommended no "mitigating measures' be taken. Studies showed that shadowing beyond the property boundaries would only occur in the middle of winter when the sun is farthest south. The application had also proposed an' eight-storey retail/office building. However, the'building height, was reduced ta seven stories (six stories office, one story retail) and the building was relocated in response ta the concerns of a nearby property owner. Another concern was the coordination of vehicle access between properties fronting on Rossland Rd. and Garden St. Durharn Region will permit Rossland Rd. access to the property (condo building only) if a future east/west access to Garden St. is guaranteed through the Garden St. properties. The right-of- way will not connect with Teddington Cres., in response to another traffic concern.
