PAGE 4, WHJTY FREE PRESS, WEDNES9DAY, JIJLY 20, 1988 Town legal rep resentation deemed unnecess ary for hearng, Whitby council wiIl not hire a lawyer to appear on the Town's behaif at'a hearing of the Con- servation Review Board, called because of two objections to the heritage designation of the Lynde bouse. Doug Anderson of Whitby and Phillip C. Branton of Brooklin objected to the designation. The planning department recommended to council that a Iawyer represent the Town, bût councilfeit it was unnecessary. "Why spend taxpayers' money for a lawyer," said councillor Joe Bugelli, who argued that no- matter what the outcome of the review board hearing, council bad the final say on designation. "In the letters there are misstatements and wrong con- clusions of douncil's position," said councillor Marcel Brunelle. Council decided the hearing, to be beld in late August or- September, sîhould be attended by planning. director Bob Short and a representative of thé Local Architectural Conservation Ad- vioyCommittee (LACAC). Lynde bouse was moved to Cullen Gardens and Miniature Village last year and opened to. the public in June. In hbis letter to côuncil, Branton objected to use of taxpayers' money to move and support the bouse. "My argument is simple. Other bistorical homes in the area are well maintained by their owners and need no-support. They collect no entrance fee and are not open to the public. Their owners have accepted this responsibility to keep tbese structures as original as possible without commercial support. If tbey collected a -fee for, viewing I would object to their designation as well". w rote Branton.y Hie continued: "The only other objection I have to the designation is the way the bouse was mounted. From the Taunton Rd. exposure,.- this is one of the ugliest structures in Durham Region. Mounted atop a drab grey block structure housing the restaurant, Lynde House now looks more like Dracula's Castie at sundownm...' Anderson, who is.publisher of the Whitby Free-Press, objected to the process by whicb desig- nation' of Lynde House was approa'ched. "The Ontario Heritagâ Act'and the process of designation was designed to protect heritagze buildings - Lynde House does not need protection at thiâ point," wrote Anderson. Hie note d- that the restoration. of theé-bouse was not supervised- by an expert in the architecture of the period; peopleýfamiliar with the bouse were not consulted during restoration;, and the designation report was1 rusbed' and contairis inaccuracies. Limit on newspaper boxes at intersections At any one location witbin an intersection, Whitby council will only permit four newspaper boxes to be located. Mie move is designed to give the Town more control over where the boxes are placed. "These newspaper boxes are located near major st#eet intersections and in some cases, are ancbored to street sign posts and* utility poles," states a Town public works departmnent reporL. "These cause traffic blockages for short durations mostly in the morning wben motorists, pick up newspapers. This situation causes min or inconvenience to other motorists." The department aIso noted that, due te vandalism, street signs are bent and, in some cases, broken. In 1982, the Town h ad 150 newspaper boxes. That number- grew te 284 in 1987. With council's approval of a new policy, the boxes will be allocated by the Town's bylaw enforcement officer on a first- .come4lirst-serve basis, witb thre boxes -for Canadian daily news- papers, anýd one box for otber papers. Boxes will o-nly be allowed on major streets and if they are attached to any pole, and vandalismn occurs, the publisher of the paper will be- required te pay the damages.
