OMB decision in 2 weeks on addition to boardii By Mike Johnston An Ontario Municipal Board (OMB) decision is expected within two weeks on an addition to a boarding house on Euclid St. The application was appealed to the OMB by Lorraine Willis after Whitby council unanimously turned down the addition last November. It had originally , been supported by Whitby's planning department but was turned down by administrative, commit- tee. Committee members noted that the Town is trying to stop the use of boarding houses. But at the OMB hearing last Thursday, Willis' lawyer, Bill Livingstone, noted that the planning department had ap- proved the addition on "good planning principles." Whitby planning director Bob Short told OMB chairman Ernest Crossland that the addition would be 1,125 sq. ft. in size while the existing family dwelling is 3,980 sq.ft. Short said a Town bylaw permitting boarding. homes re- quires that each bedroom have a minimum of 300 sq..ft. Willis' original application. was foi three bedrooms, wbich, according to Short did not meet the requirements of the bylaw. He said that with two bedrooms, the bylaw's require- ments were met. "There was some resident concern to the south about the loss of privacy so the windows had to be closed off," said Short. He added that the addition i g.nouse would be in keeping with the neighborhood. Each of the two rooms would accommodate four boarders. There are now six boarders in the house which is in an area zoned R4, residential. According to Short, boarding houses are allowed to operate in an R4 zone if they had been used as a boarding house prior to 1968. Willis said she has been operating the house as a boarding house for the past 25 years and before that, her mother used the house as a boarding house. Willis said the addition would be "much better" for her boarders, giving them more room and more freedom. Besides the two bedrooms, the addition would include an eating area, basement and two bath- rooms. "My house has a ' good reputation and I would have no trouble filling the eight spots," said Willis, adding she is always receiving phone clls .from as far away as Ottawa and Barrie to see if space-is available. While the planning depart- ment approved the application, Short noted that through the downtown secondary plan, the area was identified as low density residential. "It is thé intent of council that this use not increase and this lodging house cease to be," said Barry Evans, lawyer representing the Town, in his submission. He said approval by the board SEE PAGE 4 LEE ANN Allison, 17, in her age category singing contest at won first place in the country the Canadian National Exhibition last weekend, while Jamie, 13, captured second in his age category.
