Bilan Foley, the young Whitby mnan who disappeared four months ago, returned home recently to end an unfortunate adventure. Foley, 19, told family, fr-iends and the media of an adventure t bat featured muggings, falnting spelîs, two arrests and sleeping in a stolen car in a trip to Chcago to get away from a failed course at Durharn College. He said lhe Ieft home on June 14 because hie was upset- about failing the first year course in food and pharmaey. He didn't want to tel bis parents or show them bhis -report card. By bicycle, GO train and another train he ended up in Chicago, where hie e xperienced the rough life of the imner city. He is charged with car theft and breaking into a burned-out junkyard with three street gang kids, and still faces two arrest warrants for failure to appear in a Chicago court. Foley told the press that be was desperate, having been mugged three times and losing al of bis money. He used the car to sleep in, and he was caught collecting scrap metal for sale te make up for the money be bcd lost... Expanded recycling and composting wlll reduce the volume of garbage Whltby produces. This will prevent the large tax increases due te blgber'dumping fees now being tbreatened by Mayor Attersley and otbers. A larger share of federal and provincial funds will be sougbt by Mayor Emm te improve basic services such as transportation and bospital care." A fair distribution of funds from other levels of government will help us avoid local tax increases," Emm says. Service clubs and other private sources will be encouraged te contribute to the cost of new parks and community centres. Tourism will ha aggressively promoted and new industry sought, to provide expanded revenue.
