Instead of requiring a council majority to decide on matters, a tie vote will automatically mean a motion is defeated. The extra regional councillor gives Whitby three regionai councillors. Incuding the mayor, Whitby now bas four repre- sentatives on regional council. The extra regional councillor aiso increases the number on local council to eight from seven. The eight, as elected last Monday night are: regional, Joe Drumm, Tom Edwards and Marcel Brunelle; east ward, Dennis Fox; centre ward, Lynda Buffett; west ward, Joe Bugelli; and north ward, Ross Batten. At council meetings during the last term, the mayor cast the deciding vote when there were ties. Now, says Attersley, if a motion has received four votes in favor and three against when it comes his turn to vote, his vote against would mean a tie and the motion would be lost. "r'm prepared to work with that system. We didn't have too many fie votes at council last term,' said Attersley. Attersley aiso noted that each of the three regional councillors elected will' rotate, as deputy mayor during council's three-year term. Brunelle will assume the deputy mayor position in the first year of council as he finished third in regional voting. Edwards, second in voting in the election, will fil the role in the second year whiie Drumm, top vote-getter, will be deputy mayor in the third year. "Our enabling legislation previously ended at the shore," CLOCA chief administrative offil- cer Bill Camnpbell said. CLOCA's new jurisdicfion extends five kilometers into Lake Ontario. "What you do near shore bas a significant effeet on erosion especially. "This (extended jurisdiction) now empowers us Wo take any remedial action to control erosion. 'We will have more power to control other developments that may have some impact. Incorporated in this jurisdiction is more of a say over devel- opments there. It reinforces our abilifies (Wo have an effect)." Campbell said the authority does not have any immediate plans for any of'the shoreline areas in Durham, as the new area of management was only recently delegated. 'TFor 1989, we're looking at undertaking shoreline manage- ment plans, and part of this will be mapping these areas, to help identify problems and manage- ment to recfify the problems. "Some of this (management) may be planning, some may be W - sterilize certain areas. "We're looking at a longterm plan. After the television debate in ýwhich Liberal leader John Turner turned around his party's fortunes, Soetens said he had more campaign workers than when he started bis campaign. After bis speech, he mingled with supporters and spoke Wo various media. The largest cheer of the night was for Scott Fenneli, who retired as MP for Ontario riding this year. "i enjoyed my 10 years in Ottawa and I hope we can turn this (Ontario) into a Tory riding once and for-ali." Fennell said he will be meeting with Soetens in Ottawa on Wednesday Wo "show him around." While Soetens' margin of victory was a surprise to Conser- vative campaign workers, Soetens' campaign manager, Jerry Moskaluk of Whitby, noted that Fennel,: in bis last campaign, aisei received a lot of support.
