WHIBY FREE PRESS, WEDNESDAY, NOVEMBER 30, 1988, PAGE 3 Whitby councillors will flot adoôpt code of conduet By Mike Jolmston Whitby council will not adopt a code of conduct.t The decision was made Mon- day night after council received letters from an accountant and lawyer who gave their views on the code at a special meeting held Oct. 31. Gord Sedgewick, the account- ant, summarized the statements he made at the meeting, calling the code unclear and vague. But, councillors' comments Monday night were directed more toward the letter from lawyer, David Greenspan. In his letter, Greenspan wrote: "...to prepare proper and comprehensive recommendations of a quality which are approp- iate-for council, the cost would have to be well into five figures..." "I suspect five figures is under $100,000,' but just barely,"' commented councillor Joe Bugelli who moved that council take no further action on adopting a code. Greenspan has billed the Town for $6,350, his salary for preparing and appearing at the meeting. The Town has yet to receive a bill from Sedgewick. "To bring us to this point where he Greenspan) can look into it, has cost us more than $6,O00 said Bugelli, who feit the existing provincial conflict guide- lines are appropriate. "The majority of council said we should look at the possibiloity and I'm glad we did that. It doesn't make sense to pursue it any further," commented regional councillor Tom Edwards. Both regional councillor Gerry Emm and Mayor Bob Attersley had made the code an election issue. But both agreed with council's decision Monda y night. Attersley noed that the seilmeeting drew only three pepeto council chambers. "If a big issue like that draws only three people out of 52,000, then there is something wrong with the system," said Attersley, *who equated the low turnout with pubic approval of council's past and present behavior. Emm, as he did during the election campaign, called on alI councillors to di slose their holdings. I had no diff"Iculty disclosing but the 'conflict of interest guidelines go deep," he said. Wvhile the majority of council. had agreed with council's decision to hire the Iawyer and account- ant, councillor Joe Drumm had opposed the code from its inception. "Lt was a,*waste of time," he said Monday. -My sincere thanks to the electors of Centre Ward who supported me i the November 114 election. Family illness prevented me from conducting the extensive "door to door" campaign I had planned. Minimal personal contact with the electors of 3 poils resulted in a vote for me, from these three polis, of 42 - 47% in a field of 6 candidates. We could have had a substantial win!
