Drumm is a. member of the Region planning comnittee which voted last ednesday not to support the policy. The corn- mittee recommendation, which is ex ted to encourage a lot of deba, is to go before regional conif today (Wednesday) for approval. "It is unclear what the intent is. It's not clear what they are trying ta do" said Drumm aboiit the policy. He was supported by Oshawa councillor Nai vcy Diamond who said the Province's policy over- rides the right of a municipality to establish zoning for an area. "We are not in control if we are ordered by the Province ta do something,» she said. The Region planning depart- ment had recommended approval of the housing policy which it called "an important first step tawards addressing the housing issue. "If various housing is provided, rent control is corrected and spe- culation is avoided, in 25 ?rears we may solve the problem,' said Mofeed Michael, Region planning commissioner. "I don't agree municipality res- ponsibility will remain,» said Oshawa councillor Irv Harrell. "The Province is under press- ure to respond ta this problem. They are respanding too quickly and without sufficient thought,» said Harrell, then praising his own municip ality's record in pro- viding affordable housing. "In the past five years Oshawa has done more than any other municipality in this region in providing affodable housing," he said. Oshawa Mayor Allan Pilkey questioned the 25 per cent figure proposed by the Province. (The 25 per cent figure is to be- split evenly between low and moderate income households.) He asked if the 25 per cent -would be confined ta a subdivi- sion or a larger area. Michaels replied that he would like ta see the area as large as possible. «We would consider the region as the planning area,» said Michael. Pilkey then used the example Of a 100-lot estate subdivision go.ing before a council for appro- val He asked if the Province would give approval ta the subdivision even though it did not contain 25 affordable units. Michael responded that the Province wouldr look at the muni- cipality's officiaI plan which would have ta, be revised ta, include the provision for afford- able housing. Pilkey disagreed, saying the Province woul d want ta see, upfront, 25 per cent affordable housing. Scugo g township mayor Howard Hall agreed that the policy was fuzzy but he conten- ded thuat would allow a municipa- lity ta interpret it any way it wanted ta. "It is better than nothing. If it is fuzzy a municipality can play the game they want," said Hall. Uxbridge mayor Gerri-Lynn O'Connor agreed. She said it is up ta, municip alities ta set the guidelines although she aRred tht the definition of affordable housin sstill unclear. Whtis affordable? In Oshawa an affordable houso for a low income family ($31.300 incarne p)er year) would ho $89,500 . RMt would be $780 a month.
